Children's Residential Services Legislative Appropriated Rate Increase

The 2019-20 biennial budget and 2020 supplemental budget authorizes a 1.8% rate increase beginning Jan. 1, 2021. Reimbursement for Children’s Residential Services is comprised of five cost centers. These include administrative costs, basic expenses, community inclusion funds, training and consultant costs and instruction and support services. The rate increase will be applied as outlined below:

Administrative cost: 1.8% increase will be applied to this cost center which incorporates administrative costs, damages, and transportation.

Basic expenses: Rate increases will not be applied to this cost center as it is a direct reimbursement for room and board costs the client incurs.

Community Inclusion funds: 1.8% increase will be applied to this cost center.

Training and consultant costs: 1.8% increase will be applied to the total hourly rate reimbursement for consultant costs (if any) and training as outlined below. Funds added into the contract will be calculated by multiplying the daily ISS hours by the rate below based on urban designation. Costs not covered in this change include: Trainer reimbursement and nurse delegation training.
