Richard A. Bock Named Deputy Associate General Counsel in NLRB's Division of Legal Counsel

Richard A. Bock has been named Deputy Associate General Counsel in the National Labor Relations Board’s Division of Legal Counsel in the Agency’s headquarters in Washington, D.C. Mr. Bock, a career NLRB employee, will assist Associate General Counsel Margery Lieber in the management and oversight of four branches which comprise the division: e-litigation; ethics, employment and administrative law; contempt, compliance and special litigation; and Freedom of Information Act. The Division of Legal Counsel was created in 2013 to eliminate duplication of functions, improve the delivery of services, and streamline, integrate and enhance management functions. The Division was created by the centralization and consolidation of several Headquarters’ offices into the newly-created Division.

A native of Brooklyn, New York, Mr. Bock is a graduate of Syracuse University and Hofstra University School of Law, where he later taught as a Special Professor of Law. He began his career at the NLRB’s Brooklyn Regional Office in 1996. He was promoted to the position of Supervisory Attorney in 2008, and Deputy Assistant General Counsel in the Agency’s Division of Operations-Management in Headquarters in 2012. In addition to his supervisory, managerial, and mentoring experience, Mr. Bock will bring a breadth of knowledge as to the legal issues handled by the Division of Legal Counsel including general litigation, subpoena issues, FOIA policy, bankruptcy litigation, Privacy Act and HIPAA issues, and EEO matters.

The NLRB administers and enforces the National Labor Relations Act. It investigates and remedies unfair labor practices and conducts secret-ballot elections to determine whether employees desire union representation.
