New Collection Procedure

The purpose of this notice is to inform you of our new collection procedure.

Pursuant to 41 CFR 102-118.600, upon receipt of a Notice of Overcharge (NOC) the Transportation Service Provider (TSP) must either refund the amount of the overcharge or submit a written request (protest) along with supporting documentation to the Transportation Audit Division (Audits) for reconsideration of the overcharge within 15 days.  If a refund is not received, a protest  is not filed, or a written agreement for repayment is not effected  with our office, the overcharge will be referred to the Department of Treasury and/ or the Department Justice as set forth in 41 § CFR 102-118.640 for collection.

You may refund the overcharge by check or submit a protest as directed on the overcharge.   Alternatively, you may e-mail your protest to QMCADOCrequest@gsa.gov for faster service.  You may contact Mr. Steve Fair, Chief of Accounts and Collections (QMCAA), to make an agreement to pay the overcharges that you know to be correct or agree to protest those overcharges that you disagree within 30 days of receipt of the NOC, which is a demand for payment.  If you have previously received a demand letter from our Collection Branch, you may contact the person named on your demand letter to set-up a payment schedule within 15 days from the date on the letter.
