Effective December 1, 2013, the amendment to Fed. R. Bankr. P. 1007(b)(7) provides an individual debtor the option of having an approved personal financial management course provider notify the court directly that the debtor has completed a post-petition instructional course concerning personal financial management. Official Form 23 will be revised to reflect the rule change by including an instruction stating that the debtor should complete and file the form only if the provider has not already notified the court of the debtor’s completion of the course. The list of approved Financial Management Course providers can be found on the U.S. Trustee's website.

The United States Bankruptcy Court for the District of Delaware instituted an annual process to review and consider comments and revisions to its Local Rules.
The comment period is October 1, 2013 through October 31, 2013. Any comments should be emailed to the United States Bankruptcy Court for the District of Delaware at the following email address: Local_Rules@deb.uscourts.gov or emailed to Kimberly LaMaina at firstname.lastname@example.org.
All comments received will be discussed by the Local Rules Committee to ascertain if there will be a revision to the Local Rules.
Any revisions to the Local Rules will be posted on the Court's website and will be effective February 1, 2014.

In an on-going effort to become more automated, the Court has been testing the eOrders function within CM/ECF. Our first order that will go live is Pro Hac Vice. The functionality allows for the order to be reviewed and signed electronically, eliminating the need for printed copies. In the coming weeks you will be provided additional information, as well as, instructions on how to proceed.
Amendments to Official Bankruptcy Forms 3A (Application for Individuals to Pay the Filing Fee in Installments), 3B (Application to Have the Chapter 7 Filing Fee Waived), 6I (Schedule I: Your Income), 6J (Schedule J: Your Expenses), 6 Summary (Summary of Schedules), 23 (Debtor’s Certification of Completion of Instructional Course Concerning Financial Management) and 27 (Reaffirmation Agreement Cover Sheet), will take effect on December 1, 2013, once approved by the Judicial Conference .
There are also several fee changes that are pending approval from the Judicial Conference. Additional information regarding the updates will be distributed in the coming weeks.
