Grants to Minority-Serving Institutions Made Easier

Changes to the Process for Determining Eligibility

For the first time, any degree-granting, two- or four-year public or private not-for-profit postsecondary school program offering minority-serving and low-income-serving programs that is interested in applying for one of the grants listed below (authorized under Title III, Parts A and F, and Title V of the Higher Education Act) can quickly learn whether it is eligible to receive one. The institution simply needs to enter its eight-digit Office of Postsecondary Education (OPE) ID into the database located at the following OPE Institutional Services Web page: http://opeweb.ed.gov/title3and5/ 

If the institution is deemed eligible it will be able to retrieve an eligibility certification document from the website.  If the institution requires a waiver to meet the eligibility conditions, it can apply for one in the same way as in past years.  

As waivers, if needed, must be received by Jan. 4, 2016, interested institutions are urged to use the lookup capability during December. 

The Title III grant programs cover

  • Alaska Native and Native Hawaiian-Serving Institutions (ANNH)
  • Asian American and Native American Pacific Islander-Serving Institutions (AANAPISI)
  • Hispanic-Serving Nontribal Institutions (NASNTI)
  • Predominantly Black Institutions (PBI)
  • Strengthening Institutions Program (SIP)

 The Title V grant programs cover

  • Developing Hispanic-Serving Institutions (HSI)
  • Promoting Postbaccalaureate Opportunities for Hispanic Americans (PPOHA) 

Note:  Branch campuses that do not provide data to IPEDS will not appear in the lookup and must submit an application for eligibility.
