Jane Lappin came to work at Volpe in 1991. She was quickly drawn into support for the blue-ribbon panel, commissioned by FHWA, that recommended the development of a multi-modal Joint Program Office (JPO) for the new Intelligent Vehicle Highway System (now ITS). For the next ten years, Jane managed a team of engineers and social scientists in support of the ITS program, and commuted to Washington, D.C., as the JPO specialist in ITS consumer markets and traveler response. She began surveying travelers in 1997 as part of the evaluation of the ITS Metropolitan Model Deployment Initiative with the objectives of quantitatively measuring and describing traveler response to traffic information services, predicting future market adoption trends, and providing driver behavior data in support of new traffic models.
