Job Summary:
These positions are located in the Office of Health Plan Standards and Compliance Assistance (OHPSCA), a major component of the Employee Benefits Security Administration (EBSA). EBSA is responsible for administering and securing compliance with Title I of the Employee Retirement Income Security Act of 1974 (ERISA). OHPSCA's mission is to plan, direct, and carry out a program to provide policy and technical guidance regarding the provisions of ERISA, the Affordable Care Act (ACA) and other laws affecting group health plans. The incumbent serves as an Employee Benefits Law Specialist, responsible for: 1. Drafting major regulations, precedential interpretations and advisory opinions; 2. Providing technical assistance to internal EBSA offices, EBSA senior staff, and other DOL and Federal agencies; 3. Conducting extensive legal and policy research; 4. Conducts training of field office staff and presents explanatory compliance assistance materials to outside stakeholders; 5. Works with senior staff to apply regulatory interpretations to individual enforcement and compliance assistance cases. The full performance level is GS-11. This position is inside the bargaining unit.
