Defense Secretary Ash Carter addresses the workforce at U.S. Cyber Command on Fort Meade, Md., March 13, 2015. Carter, who thanked workers for the service they provide to the country, also toured the facility and met earlier with Navy Adm. Michael S. Rogers, commander of U.S. Cyber Command and director of the National Security Agency and Central Security Service.
