Navy Adm. James A. Winnefeld Jr., vice chairman of the Joint Chiefs of Staff, speaks at Bloomberg Government's conference on defense spending and strategy in Washington, D.C., Feb. 26, 2014. Winnefeld addressed the fiscal year 2015 defense budget and its impact on policy, industry and posture for the civilian sector supporting the military.
