Army Gen. Martin E. Dempsey, chairman of the Joint Chiefs of Staff, addresses the audience at the Veterans Treatment Court Conference in Washington D.C., Dec. 4, 2013. Dempsey praised the program which works to help keep veterans out of jail and connect them with benefits and treatment.
