CONTRACTS

DEFENSE LOGISTICS AGENCY

           Impax Laboratories, Hayward, Calif., has been awarded a maximum $88,726,023 modification (P00015), to contract (SPM2D0-11-D-0007), exercising the second option-year period of a one-year base contract with seven one-year option periods for procurement of various pharmaceutical products. The contract is a fixed-price with an economic-price-adjustment, indefinite-delivery/indefinite-quantity contract. Location of performance is California, with an Aug. 30, 2014 performance completion date. Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies. Type of appropriation is fiscal 2013 warstopper funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa.

           Intuitive Imaging*, Bell Canyon, Calif., has been awarded a maximum $15,000,000 modification (P00002), to contract (SPM2D1-11-D-8386), exercising the first option-year for digital imaging network-picture archive communications system. The contract is a fixed-price with an economic-price-adjustment contract. Location of performance is California with a Sept. 7, 2015 performance completion date. Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies. Type of appropriation is fiscal 2013 through fiscal 2015 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa.

           Rayco Supply Inc.*, Virginia Beach, Va., has been awarded a maximum $9,900,000 fixed-price with an economic-price adjustment contract for flight deck trousers. This contract is a one-year base contract with four one-year option periods. Location of performance is Virginia, with a Sept. 2, 2018 performance completion date. Using military services are Army, Navy, Air Force, and Marine Corps. Type of appropriation is fiscal 2013 through fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., (SPM8EG-13-D-0003).

NAVY

           Science Applications International Inc., San Diego, Calif., is being awarded a $49,412,941 indefinite-delivery/indefinite-quantity contract for future radiographic systems (FRS). The FRS systems provide military services with a portable system that provides real-time downrange imaging capability. FRS assists explosive ordnance disposal technicians in analyzing and determining the condition of a device or munitions. Work will be performed in San Diego, Calif., and is expected to be completed by August 2014. Fiscal 2013 procurement Marine Corps, fiscal 2013 other procurement Army and fiscal 2013 other procurement Navy funds in the amount of $30,700,047 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1). Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Md., is the contracting activity (N00174-13-D-0011).

           Data Link Solutions, Cedar Rapids, Iowa, is being awarded a $13,362,375 modification under a previously awarded basic ordering agreement (N00383-12-G-043G) for nine line items of repair on the multifunctional information distribution system joint tactical radios system used on multiple aircrafts. Work will be performed in Wayne, N.J. (63 percent) and Cedar Rapids, Iowa (37 percent), and is expected to be completed by January 2017. No funds are being obligated at the time of award and contract funds will not expire at the end of the current fiscal year. This was a competitive procurement via Navy Electronic Commerce Online, with one offer received. NAVSUP Weapon Systems Support, Philadelphia, Pa., is the contracting activity.

           C.E.R., Inc.*, Baltimore Md., is being awarded $11,699,000 for firm-fixed-price task order #0020 under a previously awarded multiple award construction contract (N40080-10-D-0302) for the construction of a new dining facility space in the Weapons Training Battalion Mess Hall at Marine Corps Base, Quantico. Work will be performed in Quantico, Va., and is expected to be completed by April 2015. Fiscal 2013 military construction Navy contract funds in the amount of $11,699,000 are obligated on this award and will not expire at the end of the current fiscal year. Five proposals were received for this task order. The Naval Facilities Engineering Command, Washington, Washington, D.C., is the contracting activity.

           Alion Science and Technology, Washington, D.C., is being awarded a $7,524,597 modification to previously awarded contract (N00024-10-C-5119) for professional support services in support of the Program Executive Office for Integrated Warfare Systems and the Deputy Assistant Secretary of the Navy (Ships). Support services are provided in the areas of program management, business financial management and acquisition management. Work will be performed in Washington D.C. (86 percent), Dahlgren, Va. (10 percent), and Arlington, Va. (4 percent), and is expected to be completed by August 2014. Fiscal 2012 and 2013 research, development, test and evaluation and fiscal 2013 operations and maintenance, Navy funding in the amount of $7,524,597 will be obligated at time of award. Contract funds in the amount of $1,938,683 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

AIR FORCE

           Science Applications International Corp., El Segundo, Calif., has been awarded a $7,940,000 firm-fixed-price contract for the Global Positioning Systems (GPS) Directorate Systems Engineering and Integration (SE&I) Bridge 3.0 which provides for SE&I support services to the GPS Directorate. Work will be performed at Los Angeles Air Force Base (LAAFB) in El Segundo, Calif., and is expected to be completed by March 6, 2014. This award is a result of a sole source acquisition. Fiscal 2012 and 2013 research and development and fiscal 2013 missile procurement funds in the amount of $7,940,000 are being obligated at time of award. This contract is not a multiyear effort. The GPS Directorate at the Space and Missile Systems Center, LAAFB, El Segundo, Calif. is the contracting activity (FA8807-13-C-0006).

ARMY

           L.S. Black Constructors Inc.*, St. Paul, Minn., was awarded a $16,968,000 firm-fixed-price, non-option eligible, non-multi-year contract for construction of a new readiness center at the Arden Hills Army Training Site, Arden Hills, Minn. Performance location will be Arden Hills, Minn., with funding from fiscal 2013 military construction funds. This contract was a competitive acquisition via the web with three bids received. The National Guard Bureau-Minnesota, Little Falls, Minn., is the contracting activity (W912LM-13-C-0004).

           Aerovironment Inc.*, Monrovia, Calif., was awarded a $6,621,959 firm-fixed-price, non-option-eligible, non-multi-year contract modification (P00014) of contract (W31P4Q-12-C-0263) for procurement of the switchblade agile munitions systems and associated hardware and support services. Performance locations will be Simi Valley, Calif., with funding from fiscal 2013 operations and maintenance Army funds. This contract was a non-competitive with one bid solicited and one bid received. The U.S. Army Contracting Command - Redstone Arsenal (Missile), Redstone Arsenal, Ala., is the contracting activity.
