President Barack Obama presents Army Staff Sgt. Ty Michael Carter with the Medal of Honor at the White House, Aug. 26, 2013. Carter, a scout, risked his life during combat operations against an armed enemy in Afghanistan's Nuristan province, Oct. 3, 2009.
