Air Force

 

            Northrop Grumman Corp., Aerospace Systems Division (NGAS), Redondo Beach, Calif., has been awarded a $152,826,531contract modification (P00193) which incorporates twelve outstanding contract changes which consist of requests for equitable adjustment (REAs); change order proposals (COPs); engineering change proposals (ECPs) at an increase in estimated cost and fixed fee of $137,158,109 and $15,668,422 respectively.  The effort for the REAs, COPs and ECPs has been completed.  This contract evolved from the National Polar Orbiting Operational Environmental Satellite System (NPOESS) contract with NGAS.  This contract is the next generation satellite system for monitoring the Earth's weather, land, oceans, atmosphere, and near-space environment. NPOESS was a joint Department of Defense, National Oceanic and Atmospheric Administration (NOAA) and National Aeronautics and Space Agency (NASA) venture which included a space segment, ground segment, system engineering integration and operations, and software support the field terminals of mobile users.  On Feb. 1, 2010, NPOESS was restructured into separate lines of the polar-orbiting satellites established by order of the Executive Office of the President.  The NOAA/NASA system was named the Joint Polar Satellite System and the DoD system was called Defense Weather Satellite System.  The contract was terminated on April 12, 2012.  This contract modification will ensure that the true contract value and the actual scope of work are represented more accurately.  This, in turn, will ensure that both parties receive fair and equitable treatment during the termination settlement process.  Formally incorporating these changes will also ensure that the contractor is reimbursed for all cost and fee associated with these changes.  The Space and Missile Systems Center/PKW, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-02-C-0502).

 

            Lockheed Martin Corp., Marietta, Ga., has been awarded a not-to-exceed $43,961,259 Undefinitized Contract Action modification (P00225) for contract (FA8625-11-C-6597) for foreign military sales case Iraq in-country contractor logistics support "post normalization" for six Iraq aircraft.  Work will be performed at New al-Muthana Air Base, Baghdad, Iraq, and is expected to be completed by June 30, 2015.  This contract will support 100 percent foreign military sales for Iraq.  Air Force Life Cycle Management Center/WLNNC, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

             Harris Corp., Government Communication Systems, Palm Bay, Fla., has been awarded a $27,274,943 modification (P00140) for a contract (FA8819-08-C-0001) for Counter Communication Systems Block 10 Increment 2.  Work will be performed at Palm Bay, Fla., and is expected to be completed by Oct. 17, 2016.  The total cumulative face value of the contract is $215,157,386.  The contract modification is to retrofit the Space Control Depot Support Facility, System 1, and Trainer to a Block 10 Increment 2 baseline.  Fiscal 2013 research and development funds in the amount of $2,891,391 are being obligated at time of award.  Space and Missile Systems Center, Space Superiority Systems Directorate, El Segundo, Calif., is the contracting activity.  

            Lockheed Martin Integrated Systems, Inc, Endicott, N.Y., has been awarded a $14,385,682 cost-plus-fixed-fee contract for integrated space situational awareness prototype developer (IPD), NETCENTS delivery order.  Work will be performed at Colorado Springs, Colo., and is expected to be completed by Sept. 8, 2015.  The current cumulative face value of the delivery order is $37,443,207.  The contract modification will provide for completion of a number of efforts that will enhance net-centric access to space situational awareness data for the Joint Space Operational Center.  Fiscal 2013 research and development funds in the amount of $1,174,510 are being obligated at time of award.  Air Force Space and Missile Systems Center, Space Superiority Systems Directorate, El Segundo, Calif., is the contracting activity (FA8771-04-D-0008, TB0137).

Navy

 

            Honeywell Technology Solutions Inc., Jacksonville, Fla., is being awarded $97,502,286 for modification (P00028) under a previously awarded cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract (M67004-09-D-0020) to exercise option-year five for prepositioning and Marine Corps logistics support services for Blount Island Command.  Work will be performed in Jacksonville, Fla. (86 percent); aboard 12 maritime prepositioning ships (12 percent); and six locations in Norway (two percent), and work is expected to be completed Sept. 30, 2014.  No contract funds will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  The U. S. Marine Corps, Blount Island Command, Jacksonville, Fla., is the contracting activity.

 

            Nova Group, Inc., Napa, Calif., is being awarded $10,992,437 for firm-fixed-price task order #0005 at under a previously awarded multiple award construction contract (N44255-10-D-5019) for the repair of main dewatering pumps and motors at pump well #2.  The work to be performed provides for the replacement of four main dewatering pump motors, four dewatering pump controllers and wiring to main pump motors that serve pump well #2.  The project will repair the existing deteriorated and obsolete electrical service to pump well #2 to meet current codes and standards.  The task order also contracting six unexercised options, which if exercised would increase cumulative task order value to $12,828,728.  Work will be performed in Bremerton, Wash., and is expected to be completed by December 2015.  Fiscal 2013 operation and maintenance, Navy contract funds in the amount of $10,992,437 are obligated on this award and will expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Northwest, Silverdale, Wash., is the contracting activity.

 

            Science Applications International Corp., McLean, Va., is being awarded a not-to-exceed $10,000,000 fixed-price, indefinite-delivery/indefinite-quantity contract for the manufacture and delivery of various test sets and related weapons control support equipment components, including AN/AWM-103 and supporting cables/adapters, A/E37T-35 CRALTS supporting cables/adapters, AN/USM-715 and supporting cables/adapters, AN/AWM-102A and supporting cables/adapters, AN/AWM-102 supporting cables/adapters, AN/ALQ-99 pod interface unit and supporting cables/adapters, AN/AWM-101A and supporting cables/adapters, launcher test stand and supporting cables/adapters, AN/AWM-42 and supporting cables/adapters, ON-529/USQ-131 interconnecting group and supporting cables/adapters, and AAE adapter.  This contract is in support of the U.S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force and various foreign military sales customers under the foreign military sales program.  Work will be performed in Indianapolis, Ind., and is expected to be completed in August 2014.  Aircraft procurement Navy funding in the amount of $815,000 are being obligated on this award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-13-D-0016).

 

Army

 

           Boeing Company, Mesa, Ariz., was awarded a firm-fixed price, option eligible, multi-year contract with a cumulative maximum value of $904,418,647 for 36 new Block III Apache Helicopters (AH-64E) for the Republic of Korea to include logistical support, spares and one Longbow crew trainer. This contract is an approved Foreign Military Sale to the Republic of Korea.  Performance location will be Mesa, Ariz., and funding will be from fiscal 2013 Other Procurement and foreign military sales funding. This contract was a competitive acquisition with three bids solicited and three bids received. The U.S. Army Contracting Command – Redstone Arsenal (Aviation), Redstone Arsenal, Ala., is the contracting activity (W58RGZ-13-C-0106).

 

           Lockheed Martin Corp., Grand Prairie, Texas was awarded a cost-plus-incentive fee, no option, non-multi-year contract with a cumulative maximum value of $20,514,527 for procurement of PATRIOT Advanced Capability-3 and Missile Segment Enhancement basic ordering agreement (BOA), Order 0004 for Simplified Inertial Measurement (SIMU) obsolescence redesign.  Performance location will be in Grand Prairie, Texas; Clearwater, Fla., Minneapolis, Minn., and Aguadilla, Puerto Rico and funding will be from fiscal 2013 Other Procurement funds. This contract was a non-competitive acquisition with one bid solicited and one received. The U.S. Army Contracting Command – Redstone Arsenal (Missile), Redstone Arsenal, Ala., is the contracting activity (W31P4Q-12-G-0001).

 

           NEU Security Services*, Austin, Texas was awarded a firm-fixed-price, option eligible, contract with a cumulative total of $14,080,000 for construction of a Digital Multi-Purpose Training Range at Fort Carson, Colorado. Performance location and funding will be determined with each order. This contract was a competitive acquisition solicited via the web with 12 bids received. The U.S. Army Corps of Engineers – Omaha District, Omaha, Neb., is the contracting authority (W9128F-13-C-0016).

 

            Manson Construction Company, Seattle, Wash. was awarded a firm-fixed price, option eligible, contract with a cumulative total of $13,287,950 for hopper dredging of approximately two million cubic yards of material at the Galveston Entrance Channel, in Galveston County, Galveston, Texas.  Performance location will be Galveston, Texas, and funding will be from fiscal 2013 Other Procurement accounts. This contract was a competitive acquisition solicited via the web with two bids received. The U.S. Army Corps of Engineers – Galveston District, Galveston, Texas is the contracting authority (W9126G-13-C-0041).

 

           TCI Architects Engineers Contractor, Inc., Lacrosse, Wis. was awarded a firm-fixed price, option eligible, contract with a cumulative total of $7,744,079 for construction of a dining facility at Fort McCoy, Wisconsin. Performance location will be Fort McCoy, Wis., and funding will be from fiscal 2010 Military Construction funds.  This contract was a competitive acquisition solicited via the web with nine bids received. The U.S. Army Corps of Engineers – Louisville District, Louisville, Ky., is the contracting authority (W912QR-13-C-0026).

 

 Defense Logistics Agency

            Westland Technologies Inc.*, Modesto, Calif., has been awarded a maximum $14,206,284 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for rubber tiles.  The contract is for a base period of three one-year ordering periods plus two one-year option periods.  Location of performance is California, with a Feb. 5, 2015 performance completion date.  Using military service is Navy.  Type of appropriation is fiscal 2013 defense working capital funds.  The contracting activity is the Defense Logistics Agency Land and Maritime, Mechanicsburg, Pa., (SPRMM1-13-D-P008).

 

            Soldream Inc.*, Vernon, Conn., has been awarded a maximum $7,657,298 firm-fixed-price contract for turbine nozzle segments.  Location of performance is Connecticut, with a Dec. 31, 2014 performance completion date.  Using military service is Air Force.  Type of appropriation is fiscal 2013 Air Force working capital funds.  The contracting activity is the Defense Logistics Agency Aviation, Tinker Air Force Base, Okla., (SPRTA1-13-C-0119).
