Contracts

Navy

            DynCorp International LLC, Fort Worth, Texas, is being awarded a $99,939,297 modification to a previously awarded cost-plus-fixed-fee contract (N00421-11-C-0033) to exercise an option for organizational level maintenance and logistics support for all aircraft and support equipment for which the Naval Test Wing Atlantic has maintenance responsibility.  This includes all rotary, fixed, lighter-than-air, and unmanned aircraft on-site for project testing, transient aircraft, loaner aircraft, leased aircraft, and tested civilian aircraft assigned to the Naval Air Warfare Center Aircraft Division, Patuxent River, Md.  In addition, this option provides supportability/safety studies and off-site aircraft safety/spill containment patrols and aircraft recovery services.  Work will be performed in Patuxent River, Md., and is expected to be completed in July 2014.  Fiscal 2013 Operations & Maintenance, Navy, Fiscal 2013 Research, Development, Test & Evaluation, and Fiscal 2013 Navy Working Capital funds in the amount of $10,404,500 are being obligated on this award, $3,601,000 of which will expire at the end of the current fiscal year.  The Naval Air Systems Command Patuxent River, Md., is the contracting activity. 

            Defense Support Services LLC, Mount Laurel, N.J., is being awarded a $46,097,112 modification to a previously awarded cost-plus-fixed-fee contract (N00421-11-C-0031) for organizational level maintenance with limited intermediate level maintenance in support of current and future aircraft assigned in support of the Naval Test Wing Pacific at Point Mugu and China Lake Naval Air Stations, Calif.  Work will be performed in China Lake, Calif. (79 percent) and Point Mugu, Calif., (21 percent) and is expected to be completed in July 2014.  Fiscal 2013 Research, Development, Test & Evaluation, Navy and Navy Working Capital funds in the amount of $7,411,707 are being obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity. 

            Booz Allen Hamilton Inc., McLean, Va., is being awarded a $21,743,595 modification (P00009) under previously awarded cost-plus-fixed-fee contract (N00189-12-C-Z064) to provide support services in the areas of training and education; engineering; program and financial management; plans and programs; communications, command, control, computers and intelligence and electronic warfare; naval operation; manpower and personnel management; technical support; logistic and supply; English language training; special studies and management support services for the Royal Saudi naval forces associated with Saudi naval support program requirements in the United States and Saudi Arabia.  Work will be performed in Saudi Arabia (85 percent), and McLean, Va. (15 percent).  Work is expected to be completed by July 31, 2014.  Foreign Military Sales (FMS) funds in the amount of $2,300,000 will be obligated at the time of award; none of which will expire before the end of the current fiscal year.  This FMS requirement was sole-source-directed by the government of Saudi Arabia in accordance with 10 U.S.C. 2304(c)(4) as implemented by FAR 6.302-International Agreement.  The NAVSUP Fleet Logistics Center, Norfolk, Philadelphia Office, Philadelphia, Pa., is the contracting activity (N00189-12-C-Z064). 

            General Dynamics Information Technology, Fairfax, Va., is being awarded a $12,002,200 modification (P00017) to a previously awarded firm-fixed-price, cost-reimbursement contract (M67854-12-F-7007) to exercise options for total integrated ground equipment readiness contractor logistics support.  Work will be performed in Camp Leatherneck, Afghanistan (57 percent); Camp Pendleton, Calif. (14 percent ); Camp Lejeune, N.C. (11 percent); Okinawa, Japan (9 percent); Dam Neck, Va. (5 percent); Tampa, Fla. (1 percent); Kaneohe Bay, Hawaii (1 percent); Stafford, Va. (1 percent); and Bahrain (1 percent), and work is expected to be completed September 2014.  Fiscal 2013 Operations and Maintenance, Marine Corps funds in the amount of $11,798,461 will be obligated at the time of award and will expire at the end of the current fiscal year.  Marine Corps Systems Command, Quantico, Va., is the contracting activity. 

            Lockheed Martin Aculight, Bothell, Wash., is being awarded an $11,796,483 modification to a previously awarded cost-plus-fixed-fee contract (N68936-12-C-0212) to exercise an option under this Phase III Small Business Innovation Research contract to fabricate, test, and deliver a spectral beam combined fiber laser subsystem.  Work will be performed in Bothell, Wash., and is expected to be completed in August 2017.  Fiscal 2013 Research, Development, Test & Evaluation, Navy contract funds in the amount of $3,430,725 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity. 

Defense Logistics Agency

            Sysco Hampton Roads, Suffolk, Va., has been awarded a maximum $32,300,000 fixed-price with economic-price-adjustment, bridge contract.  This contract is for prime vendor food and beverage support.  Location of performance is Virginia, with an April 4, 2014 performance completion date.  Using military services are Navy, Air Force, and Coast Guard.  Type of appropriation is fiscal 2013 through fiscal 2014 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., (SPM300-13-D-3673).

            McRae Industries Inc.*, Mt. Gilead, N.C., has been awarded a maximum $13,996,006 modification (P00002) exercising the first option year for Army hot weather combat boots.  The contract is a firm-fixed-price contract.  Location of performance is North Carolina, with a July 29, 2014 performance completion date.  Using services are Army and Marine Corps.  Type of appropriation is fiscal 2013 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., (SPM1C1-12-D-1057). 

Defense Advanced Research Projects Agency

            BAE Systems Information and Electronic Systems Integration Inc., Burlington, Mass., is being awarded a $29,023,781 cost-plus-fixed-fee contract (HR0011-13-C-0075).  This award supports the DARPA Insight program, which is developing an adaptable, integrated human-machine exploitation and resource management system.  Work will be performed in Burlington, Mass. (34.38 percent); McLean, Va. (0.82 percent); Woburn, Mass. (1.28 percent); Cambridge, Mass. (1.46 percent); Boulder, Colo. (0.21 percent); Alexandria, Va. (3.36 percent); Cherry Hill, N.J. (27.44 percent); Toronto (3.28 percent); Medford, N.J. (0.16 percent) and Vienna, Va. (27.61 percent).  The estimated completion date is Jan. 28, 2016.  The contracting activity is the Defense Advanced Research Projects Agency, Arlington, Va. 

Air Force

            CAE USA Inc, Tampa, Fla., has been awarded a $19,806,624 firm-fixed-price contract for MQ-1/9 contract aircrew training and courseware development training program.  Work will be performed at Creech Air Force Base, Nev., Holloman Air Force Base, N.M., March Air Reserve Base, Calif., Hancock Field Air National Guard Base, N.Y., and other locations that may be required in the future in accordance with the performance work statement.  The total cumulative face value of the contract is $19,806,624.  Work is expected to be completed by Sept. 30, 2018.  This award is the result of a full and open competitive acquisition.  The solicitation was posted on Federal Business Opportunities and six offers were received.  Fiscal 2013 Operations and Maintenance funds in the amount of $76,386 have been obligated at time of award for the phase-in period.  Air Combat Command, Acquisition Management & Integration Center/PKB, Langley Air Force Base, Va., is the contracting activity (FA4890-13-C-0104).
