CONTRACTS

DEFENSE LOGISTICS AGENCY

            Food Service Inc.*, Mount Vernon, Wash., has been awarded a maximum $660,000,000 modification (P00202) for full line food distribution in support of customers located in Okinawa, Japan.  The contract (SPM300-11-D-3463) is a fixed-price with an economic-price-adjustment, indefinite-delivery/indefinite-quantity, prime vendor contract.  Location of performance is Washington with a July 2, 2015 performance completion date.  Using military services are Army, Navy, Air Force, Marine Corps, and authorized Department of Defense customers.  Type of appropriation is fiscal 2013 through fiscal 2015 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. 

            TW Metals Inc., Carol Stream, Ill., has been awarded a maximum $257,700,591 modification (P00056) exercising the third option year period for all types of metals, metal products, and related services in the Northeast region of the United States.  The contract (SPM8EG-09-D-0009) is a fixed-price with an economic-price-adjustment, indefinite-delivery/indefinite-quantity contract.  Locations of performance are Illinois and Pennsylvania with a June 29, 2014 performance completion date.  Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  Type of appropriation is fiscal 2009 through fiscal 2013 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. 

            Sanofi Pasteur, Swiftwater, Pa., has been awarded an estimated maximum $14,216,201 firm-fixed price-contract.  The contract is for flu vaccines.  Location of performance is Pennsylvania with a Sept. 30, 2013 performance completion date.  Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  Type of appropriation is fiscal 2013 through fiscal 2014 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., (SPM2DP-13-D-0005). 

            Novartis Vaccines and Diagnostics, Emeryville, Calif., has been awarded an estimated maximum $14,097,291 firm-fixed-price contract.  The contract is for flu vaccines.  Locations of performance are California and United Kingdom with a Sept. 30, 2013 performance completion date.  Using military services are Army, Navy, Air Force, and Marine Corps.  Type of appropriation is fiscal 2013 through fiscal 2014 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., (SPM2DP-13-D-0004).

MISSILE DEFENSE AGENCY

            Lockheed Martin Mission Systems and Training, Moorestown, N.J., was awarded a sole-source, cost-plus-incentive-fee/cost-plus-award-fee/cost-plus-technical-schedule incentive fee contract modification (#HQ0276-10-C-0001).  The value of this contract modification is $295,017,067, increasing the total contract value from $1,439,566,895 to $1,734,583,962.  Under this modification, the contractor shall provide system engineering and program management services to continue development of Aegis Ballistic Missile Defense Baseline for the advanced efforts which support the 5.1 variant through the Critical Design Review level of maturity and Increment-2 through the Preliminary Design Review level of maturity.  The work will be performed in Moorestown, N.J.  The performance period is from the date of award through March 30, 2015.  Fiscal 2013 Research, Development, Test and Evaluation funds in the amount of $19,925,802 will initially be used for this effort.  Contract funds will not expire at the end of the current fiscal year.  This is not a foreign military sales acquisition.  Missile Defense Agency, Dahlgren, Va, is the contracting activity.

ARMY

            Accenture LLP, Reston, Va., was awarded a $50,137,716 modification (D00341) to a previously awarded firm-fixed-price, multi-year contract (N00104-04-A-ZF12) for services in support of the General Fund Enterprise Business System.  The cumulative total face value of this contract is $354,137,716.  Performance location and funding will be determined with each order.  The Army Contracting Command, Rock Island, Ill., is the contracting activity. 

            A-T Solutions, Fredericksburg, Va., was awarded a firm-fixed-price, option-filled contract with a maximum value of $16,834,335 for services in support of the Asymmetric Warfare Group's mission observe, train and advise how to defeat asymmetric and hybrid threats.  Performance location and funding will be determined with each order.  The bid was solicited through the Internet, with five bids received.  The Army Contracting Command, Fort Eustis, Va., is the contracting activity (W911S0-13-C-0009). 

            EADS North America, Herndon, Va., was awarded a $12,921,227 modification (P00703) to a previously awarded firm-fixed-price, option-filled contract (W58RGZ-06-C-0194) for contractor logistics support for the Army's aviation assets.  The cumulative total face value of this contract is $2,265,423,694.  Work will be performed in Columbus, Miss.  Fiscal 2013 operations and maintenance funds are being obligated on this award.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity. 

            MACNAK -- Korte Joint Venture, St. Louis, Mo., was awarded a firm-fixed-price contract with a maximum value of $10,687,029 for the construction of a dental clinic facility at Fort Leonard Wood, Mo.  Fiscal 2013 military construction funds are being obligated on this award.  The bid was solicited through the Internet, with 13 bids received.  The Army Corps of Engineers, Kansas City, Mo., is the contracting activity (W912DQ-13-C-4017). 

            Luhr Bros Inc., Columbia, Ill., was awarded a firm-fixed-price contract with a maximum value of $10,638,730 for the flood control services along the Mississippi River.  Work will be performed in Rosedale, Miss.  Fiscal 2013 procurement funds are being obligated on this award.  The bid was solicited through the Internet, with five bids received.  The Army Corps of Engineers, Vicksburg, Miss., is the contracting activity (W912EE-13-C-0009). 

AIR FORCE

            Raytheon Company Network Centric Systems, Marlborough, Mass., has been awarded a $33,989,127 modification (P00013) to contract (FA8307-12-C-0013) for the continuation of development and testing of engineering development models of air (E-4, E-6) and ground fixed and transportable command post terminals with presidential and national voice conferencing for the family of advanced beyond line-of-sight terminals.  Work will be performed at Marlborough, Mass., and is expected to be completed by October 2013.  Fiscal 2012 Research and Development funds are being obligated at time of award.  Air Force Life Cycle Management Center/HNSK, Hanscom Air Force Base, Mass., is the contracting activity. 

            URS Technical Services Inc., Germantown, Md., has been awarded a $14,219,315 fixed-price-plus award fee contract modification (P00043) to contract (FA4890-10-C-0007) to continue to provide program support for Air Combat Command's Unmanned Aircraft System Operations Center support, currently, but not limited to the MQ-1 Predator and MQ-9 Reaper that provide warfighter long endurance, real-time reconnaissance and surveillance, and precision attack against fixed and time critical targets.  The total cumulative face value of the contract is $124,645,929.  The contract modification is for the exercise of option year three services for the period of performance from July 1, 2013 through June 30, 2014.  Work will be performed at Creech Air Force Base, Nev., Ellsworth Air Force Base, S.D., Holloman Air Force Base, N.M. and Whiteman Air Force Base, Mo., and is expected to be completed by June 30, 2014.  Eight percent of the effort supports foreign military sales for the United Kingdom.  Air Combat Command/AMIC/PKCC, Newport News, Va., is the contracting activity. 

            TT Government Solutions Inc. doing business as Applied Communication Sciences, Basking Ridge, N.J., has been awarded a $13,099,606 cost-plus-fixed-fee completion contract for OMEGA which provides for the development of technologies to construct mission plans and automatically synthesize plans to an executable mission script and to develop technologies to formally verify plans and quantify the expected effects and outcomes.  Mission construction involves the development of cyber warfare domain specific languages, program synthesis and automated program construction from high-level specifications.  Deliverables include prototype software/hardware and reports.  Work will be performed at Basking Ridge, N.J., and is expected to be completed by Sept. 14, 2017.  This award is the result of a competitive acquisition, offers were solicited electronically and 62 offers were received.  Fiscal 2013 Research and Development funds in the amount of $990,429 are being obligated at time of award.  The Air Force Research Laboratory/RIKE, Rome, N.Y., is the contracting activity (FA8750-13-C-0202). 

            Galois Inc., Portland, Ore., has been awarded an $8,147,278 contract for advanced multi-integration sensor engineering reports.  The scope of this effort is to research and develop automated techniques by which mission planners can design and build robust cyber warfare plans using intuitive graphical interfaces, and develop tools that automatically synthesize such plans into fully detailed, executable missions.  Fiscal 2013 Research and Development Test and Evaluation funds in the amount of $604,628 are being obligated at the time of award.  This contract was a competitive acquisition where multiple offers were solicited and 62 offers were received.  Work will be performed at Portland, Ore., and is expected to be completed 51 months after the contract effective date.  Air Force Research Laboratory/RIKD, Rome, N.Y., is the contracting activity (FA8750-13-C-0203). 

NAVY

            Gichner Shelter Systems, Dallastown, Pa., is being awarded a $25,519,650 fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of up to 400 mobile facility production units and technical data items.  The mobile facilities are used to support the testing, repair and operation of various avionics and non-avionics gear by the Marine Corps and Navy in training and expeditionary scenarios.  Work will be performed in Dallastown, Pa., and is expected to be completed in July 2018.  Fiscal 2013 Aircraft Procurement Navy contract funds in the amount of $1,366,828 are being obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was competitively procured via an electronic request for proposals; two offers were received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-13-D-0006). 

            Raytheon Integrated Defense System, Portsmouth, R.I., is being awarded $14,211,010 for cost-plus-fixed-fee delivery order #0004 under a previously awarded Basic Ordering Agreement (N61331-12-G-0001) for upgrading the AN/AQS-20A mine hunting sonar 3493-AS-780-9 configuration with a high frequency wide band forward look sonar and multi-function side looking sonar and associated components.  The work will be performed in Portsmouth, R. I., and is expected to be completed by September 2014.  Fiscal 2013 Research, Development, Test and Evaluation funding in the amount of $2,500,000 will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S.C. 2304(c) - only one responsible source and no other supplies or services will satisfy agency requirements, Federal Acquisition Regulation 6.302-1.  The Naval Surface Warfare Center, Panama City Division, Panama City, Fla., is the contracting activity. 

            Jacobs and Architects Hawaii Joint Venture, St. Louis, Mo., is being awarded a maximum $10,000,000 indefinite-delivery/indefinite-quantity contract for architect-engineer services for design, engineering, specification writing, cost estimating, and related services at various locations under the Naval Facilities Engineering Command (NAVFAC) Pacific area of responsibility (AOR).  Work will be performed at various Navy and Marine Corps facilities and other government facilities within the NAVFAC Pacific AOR including, but not limited to Hawaii (55 percent), Guam (30 percent), and the Far East (15 percent), and work is expected to be completed in June 2018.  Fiscal 2011 Military Construction, Planning and Design contract funds in the amount of $10,000 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 17 proposals received.  The Naval Facilities Engineering Command, Pacific, Pearl Harbor, Hawaii, is the contracting activity (N62742-13-D-0004). 

            HITT Contracting Inc., North Charleston, S.C., is being awarded a $9,965,000 firm-fixed-price contract for construction of airfield security upgrades at Marine Corps Air Station Beaufort.  The work to be performed provides for installation of security fencing, motorized vehicle gates, turnstiles, associated communications lines, relocation of Drayton Street, parking spaces, and rerouting of Moore Street.  Work will be performed in Beaufort, S.C., and is expected to be completed by March 2014.  Fiscal 2013 Military Construction, Navy contract funds in the amount of $9,965,000 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with six proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity (N69450-13-C-1772). 

WASHINGTON HEADQUARTERS SERVICES

            Systems, Planning, and Analysis, McLean, Va., is being awarded a $7,046,611 modification to a previously awarded firm-fixed-price contract (HQ0034-11-F-0119) for support to the Office of International Technology Security in planning and executing the Military Critical Technology Program.  Work will be performed in Alexandria, Va. (50 percent) and Washington, D.C. (50 percent), and is expected to be completed in June 2014.  This contract was competitively processed via the Federal Business Opportunities website, with one proposal received.  Washington Headquarters Services, Washington, D.C., is the contracting activity.
