CIPS Award winners

NPS has won the award for the ‘Most Improved Procurement Operation – Start Up’ category at the annual Chartered Institute of Procurement and Supply (CIPS) Supply Management Awards, 9 September 2015.

Important changes to the NPS Vehicle Hire Framework


The NPS Framework for Vehicle Hire was awarded across 3 lots. NPS member organisations have expressed a preference for the lot most suitable to their operational requirements at the tender and OJEU stages. However, since the Framework has been live, it has become increasingly apparent that this rigid application of the lots is not suitable for all member organisations in lots1 and 2. 


Some member organisations’ costs are more expensive in lot 1 than lot 2 and vice versa, and therefore have requested the flexibility to move between lots (under the supervision and control of NPS Fleet Category Team) in order to get the best pricing available and to keep the spend under the Framework.

 

After taking into account the feedback received from suppliers we are now able to confirm that with immediate effect member organisations are now entitled to move between lots. Member organisations are permitted to change lots providing that all requests to change are directed via NPS Fleet who will manage the process via the formal Change Control Notification process. Any member organisation or supplier not following the due process will be in breach of contract and therefore non compliant.



eTrading Wales - Procserve Webinars


Our eTrading Wales partners Procserve will be running the following Webinars for suppliers over the coming months. The service is free of charge to suppliers and will offer an overview of the system, advice and support, and present the benefits of eTrading.

  • A further competition has been undertaken and concluded 30 September 2015 on behalf of 17 participating stakeholders.  The successful supplier is currently undertaking the implementation with individual stakeholders.


Call for Competition and Requirements

  • Vehicle Leasing - We are gathering requirements for an all Wales framework. If your organisation has a requirement for vehicle leasing in the next 12 months please contact the mailbox below to obtain a short questionnaire.

  • Vehicle Purchase - We are gathering requirements to aggregate spend and demand and run competition via auctions with Crown Commercial Services (CCS). If your organisation has a requirement for vehicle purchase in the next 12 months please contact the mailbox below for further information.

    These are the key dates for customers to note:

    Customer volume commitment - please let us know by Wednesday 20 January 2016.
    The Live eAuction event takes place on Thursday 25 February 2016. There is a 12 week lead time for delivery.

    We are working closely with CCS and there may be flexibility to schedule an additional event; this is dependent on your requirements and CCS availability. Please contact us.

  • Driver Licence Checking - Due to the change in licence legislation that came in in April 2015 there is an immediate legislative requirement to undertake this for the Welsh Purchasing Consortium. If member organisations have a requirement to annually check drivers licences including Grey Fleet, please contact the mailbox below.

  • Vehicle Spares - We are currently gathering information for vehicle spares from member organisations including local authorities, if you have any requirements please contact the mailbox below.

Options paper issued to NPS Delivery Group in July for agreement to take forward six priority areas.  Specific options papers for 1 and 2 below are being considered at Delivery Group meeting on 21 October 2015.

 

A Prior Information Notice has been issued identifying these six areas.

 

1.    Prepared Sandwiches, Sandwich Fillings and Buffet Provision

2.    Frozen Plated Meals

3.    Soft Drinks, Crisps, Snacks & Confectionery

4.    Groceries, Provisions & Frozen Foods

A scoping questionnaire has been issued to the Category Forum Group requesting information relating to current agreements, spend etc and responses are being analysed.

  • Managed Service for the Provision of Agency Staff
    Buyer Event: We recently hosted a South Wales Local Authority meeting to co-ordinate common requirements and to help facilitate engagement for the Framework. If you could not attend but are interested in the Framework, please contact the mailbox below.
  • All Wales Corporate Training Workshop - Waterton Centre, Bridgend, Tuesday 20 October 10:30am - 3:00pm.
    This workshop is open to all Welsh public sector organisations. If you have any learning, development and training requirements (both internal and external provision), this will be your opportunity to provide input for a new all Wales Framework due to be delivered during Summer 2016. 5. Savings 


At present NPS is running at a 4.67 % run rate on all savings against spend through Contracts and Framework Agreements under management, which includes additional contract savings negotiated and on-boarded agreements.

 

The overall total savings equate to £1,555,010, from 1st April 2015 – 31st July 2015.

6. Focus on

Construction Excellence


This month we focus on Constructing Excellence in Wales, a Welsh Government funded body charged with improving the construction process in Wales. Constructing Excellence in Wales is headed by Chief Executive, Milica Kitson. 


Constructing Excellence in Wales (CEW) ensures that the principles of collaborative working and delivery through integrated teams, as outlined by the Egan and Latham reports of the 1990's, become mainstream industry practice.

 

Their core activities are to foster collaboration, champion best practice and advocate a holistic approach to all forms of construction in Wales. As such they are an active, live link between government and the building sector, acting as a conduit of ideas and influencing decision-making. They work with all parts of the industry – from the Welsh Government, local government and health authorities to developers, construction firms and SMEs – to turn good policy into even better practice.

 

They are the only cross-sector, cross-portfolio organisation serving the construction industry in Wales. The core message is to encourage the entire supply chain to work as a team, procure collaboratively and consider the long-term impact of construction schemes – because this is the only way to meet government targets on sustainable development, waste management, carbon reduction and community benefits.

 

Now moving into their 14th year, CEW has delivered hundreds of conferences, workshops, seminars and peer review events. They share knowledge and learning through Best Practice Clubs, networking groups and Demonstration and Exemplar programmes. They are more engaged with government and industry than at any other time. Each week their newsletter reaches around 5,000 stakeholders and run over 70 events each year. They have secured over a million man-hours worth of support from across the Welsh built environment, and estimate that their Exemplar projects have generated over £1 billion of value for Wales.
