Closing date: 25 February 2016

Fixed term until March 31st 2020

Nottingham City Council is trailblazing a new way of working that has so far made a difference to the lives of 1,200 families in Nottingham. The Priority Families Programme brings together the council, police, NHS, Job Centre, schools, housing and probation.  We’re working together to support families with the most complex, multiple needs and problems.

The Programme is being delivered locally as part of the Government’s national Troubled Families Initiative. We’ve completed Phase 1 and are a year into phase 2 of this exciting programme, which has political support from 2015-2020.

We need a Priority Families Analysts (48-month fixed-term contract) to work within the City Council’s Strategy & Commissioning directorate to help lead analysis and outcome monitoring across all services. The post holder will be responsible for developing and implementing technical systems to collate performance data and an analysis and reporting function that will be pivotal in both assessing the success of  interventions and helping inform strategic decision making. This role will play a key part in both delivering and demonstrating a measurable improvement in vulnerable family’s lives through effective use of insight and information.

These critical Analyst positions will have responsibility for compilation and submission of the council’s ‘Payment By Results’ submissions to central government which are integral to the continued funding of the programme, so accuracy and timeliness are essential. You will also proactively support the development of new performance management frameworks driven by national policy and the development towards outcome focussed performance indicators.

You will have knowledge and proven experience of using and developing a range of business intelligence tools such as Access and Excel at an advanced level and experience of tools like SQL would be a distinct advantage. You will be adept at analysing, interpreting and communicating complex written and statistical data in a variety of formats. You will have experience of designing frameworks for capturing more qualitative data and measuring outcomes.

You will be well organised and methodical in your approach and able to work to tight deadlines. You will have an enquiring mind, be an effective communicator and be passionate about using data and information to make a difference to outcomes for children, young people and adults.

Essential Requirements

- Analyse complex datasets using a range of different appropriate methodologies, and construct rich and clearly articulated insight and intelligence

- Proven experience and advanced knowledge of statistical analysis and business intelligence tools e.g. Advanced Excel, Advanced Access, SQL or equivalent

- Excellent communication skills and proven ability to explain complex information in a simple and engaging way.

- Understanding of policy areas within service areas listed above and of data sharing legislation, and proven ability to translate the likely impact of the policies and changes to them on own role and responsibilities

For informal enquiries, please contact Ian Hays on 0115 8764807 or email ian.hays@nottinghamcity.gov.uk

It is a requirement of this post that the successful candidate pass an NPPV (Non-Police Personnel Vetting) check.  To learn more about this, please download the attached ‘Vetting Information’ sheet and read carefully before you choose to apply for this vacancy.
