Crackdown on fly-tippers

Havering Council officers were out in force with local police on Thursday 4 December to track down possible fly-tippers and illegal drivers.

A team of officers took to Straight Road in Harold Hill to pull over motorists and check for any possible illegal activity, while vans that looked like they may be used for carrying waste were also stopped and checked.

Council enforcement officers checked the back of the vans for waste, and for a waste carrier licence.

Any driver who carries waste but does not have a licence can receive a £300 Fixed Penalty Notice (FPN) or be fined up to £5,000 in court. If they have a licence but no waste transfer notes, they can also receive a £300 FPN or a fine of up to £5,000 in court.

Ongar Way Rainham fly-tipping

Eagle-eyed residents help convict fly-tipper

A 21-year-old man from Dagenham has been convicted for fly-tipping offences and fined more than £1,100 after a Havering Council investigation. 

​On 31 May 2013, residents in Rainham witnessed an eight-wheel truck being driven onto Ongar Way. They then saw around 15 tonnes of waste being dumped near to some unused Council garages. 

The quick-thinking and sharp-eyed locals managed to take photographs of the offence as it was happening, which helped Council officers track down James Atkins via the truck company that he had hired the vehicle from. 

On Tuesday 9 December, Atkins was found guilty at Romford Magistrate’s Court of knowingly causing and permitting the unauthorised depositing of waste. 

Atkins was fined £1125.00 with £972.00 costs and £112.00 victim surcharge. 

The fly-tip cost £3,000 to clear and dispose of and the Council is hoping to recover further costs.

Havering Waste Collection Guarantee

Havering Council is proud to launch the Waste Collection Guarantee (WCG) scheme to all residents. The scheme is run by Serco, which collect waste and recycling on our behalf.

The aim of the WCG scheme is if Serco don’t collect your waste or recycling on time, and are unable to return to collect it in time after you’ve reported the missed collection, they will donate the cost of your collection to local charities.

The great news is that the charities are guaranteed £10,000 every year regardless of whether they miss collections or not. This means that both the charities and residents will benefit from the scheme.

All residents are automatically part of the WCG scheme. If you ever find that your waste or recycling collection is missed, just report it as soon as possible, preferably online using the missed rubbish collection form.

If you report the missed collection before 12pm, Serco should return the same day.

If you report the missed collection after 12pm, Serco should return the next day to collect.

Serco use a computer system in their collection vehicles to manage their work. This means they will be able to record when they have returned to make the collection, and if this falls outside of the timeframes above Serco will automatically give the cost of the collection to the donation pot.
