We have
now begun an important new phase of work on the 3SC devolution proposals and
are about the begin discussions with civil servants.
There was
a meeting of Chief Executives of the councils in the 3SC area on 29 January.
The 3SC
Leaders’ Group met on 10 February.
The
Strategic Oversight Group met on 11 February.

We have now begun an
important new phase of work on the 3SC devolution proposals. There are two
linked strands of work on this:
- Further developing the proposals including close engagement with all the councils in the 3SC area and partner organisations including the three local enterprise partnerships, the police, fire and rescue services, the health service, universities and training and education providers;
- Negotiations and discussions with government following our Ministerial Challenge Session with Baroness Williams in January.
Additionally, discussions with civil servants are about to
begin and are taking place at two levels:
- We are planning a meeting at a senior level to pursue our proposals as a whole and make the case for our ambitious asks of government;
- Through working sessions focusing on the main elements of our proposition.
Leaders of the councils in the 3SC area met on 10 February and arrangements are in hand for a full day working session on the devolution proposals within the next two months.
A meeting of the chief executives from the councils, LEPs and fire and rescue services took place on 29 January and a further meeting is taking place on 4 March.
The work programme as a whole is being overseen by the Strategic Oversight Group which met on 11 February and is due to meet again on 9 March. SOG is chaired by Surrey County Council chief executive David McNulty and comprises a small number of chief executives and workstream leads.
The main workstreams are:
- Infrastructure;
- Skills;
- Housing and planning;
- Fiscal and investment;
- Public service transformation;
- Double devolution;
- Governance.
