DAPH Spring Conference 2016

Due to the success of the 2015 event, preparations are well underway for the next DAPH Spring Conference. Across the two days (Wednesday morning to Thursday afternoon), delegates will explore key themes including innovation, leadership, partnership working and personal development through keynote speakers and thematic workshops led by NLEs/SLEs. The opportunity to network, debate and share experiences will be built into the programme on both days, promoting new enthusiasm and ideas to share in the workplace.

A reminder that this conference is aimed at Middle Leaders and New or Aspiring Headteachers and will offer delegates the opportunity to look closely at aspects of school leadership.

Guy Claxton

Professor Guy Claxton
Visiting Professor of Education, King's College London

Guy Claxton is the author of What’s the Point of School? and the founder of Building Learning Power, a global influence on education.

Guy Claxton has pioneered practical methods of education that combine high levels of achievement with the development of useful, general habits of mind. He is the author of many books including Hare Brain, Tortoise Mind, Wise Up: The Challenge of Lifelong Learning and The Learning Powered School. Guy’s bestseller What’s the Point of School? was highly praised by Harvard Professor Howard Gardner, Sir Ken Robinson and Baroness Susan Greenfield.

His practical Building Learning Power (BLP) approach to creating learning cultures in schools has influenced youngsters’ lives throughout the UK as well as in, for example, Ireland, Poland, Dubai, Indonesia, Argentina, Brazil, Australia and New Zealand. The first free school to be based on BLP opens in 2015. 

Guy has a ‘double first’ in Natural Sciences from Cambridge and a doctorate from Oxford. He is a Fellow of the British Psychological Society and the Royal Society of Arts, and a Academician of the Academy of the Social Sciences. He is Visiting Professor of Education at King’s College London.

Richard is one of the most celebrated speakers in the world. His insights into change, leadership and education are unique thanks to his own extraordinary journey, which has seen him go from struggling actor, copywriter and estate agent, to becoming an award winning teacher and school principal, whose ground breaking work in education was celebrated by the British National Teaching awards and UNESCO amongst others.

Since leaving his twenty year career in education, Richard has worked to explore the links between great leadership, human potential, change and innovation.

Mark Lindfield HMI Ofsted 

Mark Lindfield has been an HMI since joining Ofsted in 2007. He is a qualified teacher and regularly leads inspections of mainstream and independent schools and children’s centres.

Ofsted

Prior to joining Ofsted, Mark held senior management positions in schools including nine years as headteacher. He has also been a university lecturer in primary education. He has particular expertise in children’s centres, Early Years Foundation Stage and in special educational needs. Mark has made a significant contribution to the development of new inspection frameworks and inspector training. Mark Lindfield has been subject to enhanced DBS disclosures.

SEND will be the main agenda item for our Spring events and we have received confirmation that a representative from the Standard’s and Testing Agency will attend on the morning of the Tiverton event to update on changes to testing and assessment in KS1 & KS2 from 2016 followed by Q&As.

Revised: Annex R Form – Children in Care on Part-Time School Timetables

Some elements of the Annex R form have recently been revised. Changes focus on involvement of the child, parent(s)/carer(s) and professionals, also greater emphasis on reviewing the plan for a return to full-time education and the need for the Local Authority to be notified when the child is back in school full time. What's New

Devon Children, Young People and Families Alliance

The Alliance is a partnership of all the organisations and services that work with children, young people and their families in Devon. The aim is to improve things for children and young people by working better together and by engaging as many people as possible in deciding what is important and what should be prioritised. Schools are an important part of the Alliance and are represented on the Executive Group.

Devon’s first Children, Young People and Families Plan has been developed after a series of listening events and sets out a clear ambition for Devon to be a place where they can grow up healthy and happy, lead fulfilling lives in caring communities and view the county as a place they want to stay in their adult lives.

Early Years

Ofsted Early Years Registration

In May 2015 Ofsted contacted schools that were operating early years provision to inform them that provision for 2, 3 and 4 year olds does not need to be separately registered on the Ofsted Early Years Register.  This communication lead to confusion about the age range of schools and what must be done to ensure schools are correctly admitting early years children. Both DAPH and the School Communications service have since distributed guidance and further details for schools - view this link for more information.

Information: Department for Education’s settlement at Spending Review 2015

The Department for Education has issued a press release following the Spending Review 2015 announcement. It sets out the high level messages about the education budget over the course of this Parliament. The department will announce further detail about specific programmes in due course. Further updates will be confirmed via future EFA e-bulletins.

Devon Maintenance Partnership (DMP) 2010-2015 Scheme Rebate

As agreed at Schools Organisation Capital & Admissions (SOCA) group, the surplus from the 2010-2015 Devon Maintenance Partnership Scheme is to be rebated to schools.  The rebates have now been calculated and will be made shortly.  The basis of the calculation has been agreed with the DCC Built Environment Team to ensure that the rebates are made on a fair and equitable basis.  The rebate calculation takes account of the duration that individual schools have participated within the first four years of the scheme and pupil numbers as at January 2010 (which was the basis of the subscription charges).  The approximate rebate will be £9 per pupil for schools who subscribed for the full duration of the scheme with pro-rata adjustments.  Schools are reminded that there no subscriptions were levied for the 2014/15 year and hence why the first four years have been used to calculate the rebates.  Rebates will be made to all schools who were members of scheme including those that changed status or withdrew from the scheme prior to its end in March 2015.

MACSE Update from the Devon Safeguarding Children Board

The DSCB has launched new MACSE meetings and a new set of tools and guidance to help professionals identify and tackle child sexual exploitation. Visit the CSE page to find out more.

The existing Missing And Child Sexual Exploitation forums (MACSEs) have been re-modelled so that sexual exploitation concerns relating to any child, potential perpetrator or location can be submitted for information sharing. There are three MACSE’s in Devon covering the North, the South and Exeter & East. Any professional who has a CSE concern in relation to a child or young person that they do not think meets the Child Protection threshold should complete a CSE assessment and send it to the MACSE email box to identify if any other agency has relevant information to the case. We have listed quick links to useful resources below and summarised the guidance on this page – please download the MACSE guidance document for full details.

MACSEs are not an emergency response mechanism and do not replace existing procedures for child protection concerns or individual case planning.

DfE Open consultation: Local area SEND consultation

This is a consultation on Ofsted and the Care Quality Commission’s proposals for inspecting how effectively local areas fulfil their responsibilities towards children and young people who are disabled and/or have special educational needs under section 20 of the Children Act 2004. The consultation document sets out the principles under which the 2 inspectorates propose to undertake these joint inspections.

The DfE is seeking the widest possible range of views from those who have an interest in, or expertise relating to disability and special educational needs. We particularly want to hear from disabled young people and those who have special educational needs and their parents and carers.

DAPH strongly encourages all schools to respond to the consultation.
