In the September issue of Fiscal Notes, we highlight financial points of interest from Texas' 2015 legislative session, which concluded on June 1. During the session, legislators considered thousands of bills and passed more than 1,300 of them, including House Bill 1 (also called the General Appropriations Act), a weighty budget document calling for $209.4 billion in state spending in the next two years.

Also in this issue, we take a look at how credit rating agencies determine the price of borrowing for Texas and other states. Just like your own credit score, credit ratings for states have a huge effect on the cost of doing business.
