Dear Neighbors and Friends,
I wanted to send one last update before we enter what we call the “blackout period” which begins 60 days before an election. During this period, I will not be sending out legislative newsletters or mass communications, we will be on pause until the period is over on May 21st.
That being said, our office will continue to be available to you if you have any questions, would like some time for a conversation, or need any access to services. You are always welcome to reach my office at Rep.HaiPham@oregonlegislature.gov.
Oregon Employment Department New Employment System
The Employment Department has now launched a new site called Frances Online to help make the process easier and more user friendly. For current claimants to use the new system, you will need to
- Create a Frances Online account at frances.oregon.gov. If you have an account in Frances Online account because you have claimed benefits from Paid Leave Oregon, you will not need to set up a new account
- File your weekly claim at frances.oregon.gov/claimant. You can file all weekly claims using Frances Online.
If you have any questions or want to learn more about how to navigate the new system, the Employment Department has a website that has resources in multiple languages, audio version, and a helpful checklist. You can visit the site at https://unemployment.oregon.gov/partners
Climate-related resources for OHP members experiencing life transitions
Eligible OHP members may qualify for a new benefit to receive devices that provide healthy temperatures and clean air such as air conditioners, heaters and air filters, as well as mini refrigeration units for storing medications. Portable power supplies to operate medical equipment (i.e., ventilators during power outages) may also be available as a new benefit.
OHP members who don’t qualify for climate devices via HRSN services can still contact their CCO to see if climate supports are available through “flexible services” (also called health related services).
Open Card OHP members who don’t qualify for climate devices can check with their city or county to learn about local programs providing climate devices. For non-OHP members in Oregon, some cities and counties have similar programs with limited supply of devices.
City of Hillsboro Proposed Water SDCs
The City of Hillsboro Water Department is proposing updates to water System Development Charges (SDCs) to support our growing community. The public input period will be from March 1 to April 3, 2024 for those interested. You can provide feedback via email, mail, or by attending the April 9, 2024, public hearing.
During the April 9th public hearing, the Hillsboro Utilities Commission will review staff presentations and consider public input before making decisions. Whether you choose to attend in person at the Hillsboro Civic Center or virtually via Zoom, your input matters. If you're unable to participate, please feel free to reach out to Hillsboro Water with any questions or concerns.

Centro de Prosperidad is a vital resource in our district dedicated to empowering individuals from the Latinx community and those experiencing poverty or low-income status for economic success. They offer programs from career coaching, tuition free adult education, and financial empowerment programs to help families take control of their financial well-being. They also offer starting entrepreneurs and small businesses get on the ground by helping them build a business framework, access finance and procurement opportunities and more.
