The public is invited to participate in the I-5 Rose Quarter Improvement Project’s Meet the Proposers Event on Wednesday, July 8th from 4:00-6:00p.m. This event is part of the Request for Proposals (RFP) to hire a Construction Manager/General Contractor (CM/GC) for the I-5 Rose Quarter Improvement Project.

Hiring the CM/GC is a key step to establishing a path that allows for investment in the historic Albina district and is intentional to fit the needs of the I-5 Rose Quarter Improvement Project. We acknowledge that historic transportation investments caused harm to the African American Albina community. We are committed to doing business differently; the Oregon Transportation Commission directed ODOT to create the Urban Mobility Office to build a transformative project that addresses climate, congestion and safety while it works to bring economic opportunities for our African American community members.

The CM/GC will join the Project team early in design to use a variety of innovative tools for increased community engagement and inclusion of Disadvantaged Business Enterprise (DBE) firms, including maximizing the opportunity to help build the capacity of minority-owned businesses for current and future projects. The addition of the CM/GC is critical to advancing the Project’s DBE program and economic and workforce opportunities.

At the Meet the Proposers Event, selected CM/GC proposers will provide an informational briefing and respond to moderated questions from the community. The meeting is open to the public. The community questions and feedback provided at the event will inform an interview question that the proposers will answer at ODOT’s mandatory interview the following day.

Contractor presentations will focus on several Project themes:

  • Maximizing Black and African American contracting and workforce development
  • Building capacity for Disadvantaged Business Enterprise (DBE) contractors
  • Methods to meet DBE and workforce goals
  • Implementation of an apprenticeship plan

The public is welcome to attend and submit questions related to the proposers’ presentations during the meeting. The public may submit questions during the proposers’ presentations and up to 5 minutes after the close of the last presentation through the following options:

  • Submit questions during the meeting by joining the meeting via Zoom and using the “Q&A” feature.
  • Email questions during the meeting to info@I5RoseQuarter.org with “Meet the Proposers Question” in the subject line.
