Oklahoma is in the midst of educational change. If you ask anyone working in education policy or practice about the biggest challenge to reform and change, they will often tell you it’s ‘the culture.’ Our attitude toward organizational culture can either make or break efforts for reform and improvement.

As Oklahoma educators, we are all taking an intense look at academic results across the state.  We know there are success stories that should be celebrated and highlighted, and we also know that too many of our children are not experiencing success in their journey through our schools.

Educators across the state are accepting these challenges head on. To help navigate these changes at both the state and federal levels, we've launched this newsletter from the federal programs division at the State Department of Education. Here you'll find deadline dates, news you can use, information about upcoming videoconference opportunities and more.

Titles I, IIA, VI and X

The Office of Titles I, IIA, VI and X is excited about the transformational changes in our practices for servicing Oklahoma School Districts. We have begun FY 2013 with a new online grants management system that is coupled with a full professional staff and an upgraded approach to providing knowledge and technical assistance to districts. These changes will help us reach the gold standard of achieving our purpose: to ensure federal funds support supplemental services that will make a difference in every child's academic performance. The use of these funds should provide opportunities and learning experiences that enhance students' educational journey and make them College, Career and Citizenship Ready.

The OSDE welcomes district input so that the Office of Titles I, IIA, VI and X may better facilitate the needs of all districts. We look forward to a great FY 2013 with our school district colleagues!

Child Nutrition

Many of you have undoubtedly heard of or read about the Child Nutrition Re-Authorization Act entitled the Healthy, Hunger-Free Kids Act of 2010. The Act contains provisions for all United States Department of Agriculture (USDA) feeding programs, including the National School Lunch Program, School Breakfast Program, and the Summer Food Service Program. School Year 2012-13 marks the most changes so far in the implementation of the Act, including the new meal pattern requirements for lunch.

And remember that the Child Nutrition division of the Oklahoma State Department of Education is here to help guide you through these transitions and assist you in making Oklahoma a "healthy, hunger-free" state!

Currently, more than one out of four of all children in the United States are from immigrant families, and in most cases these children speak a language other than English at home. In the decade between the 1997-98 and 2008-09 school years, the number of English language learners (ELLs) in public schools increased by 51 percent while the general population of students grew by just 7 percent. Given this increase in ELL students in the U.S., most teachers should expect to have ELLs in their classrooms. Therefore, it is essential that schools accurately identify ELLs, understand their language proficiency in English and design effective language instruction education programs rich in both social and academic language.

In May 2012 The US Department of Education, in conjunction with Synergy Enterprises and edCount, LLC, released the report Language Instruction Educational Programs (LIEPs): A Review of the Foundational Literature. This report is a great resource for districts interested in learning more about how to design an effective program for ELLs. The Office of Titles IC and IIIA is also available to offer support and guidance in helping districts help these students succeed.
