OMES Central Purchasing receives national AEP award

National group praises state purchasing practices

OKLAHOMA CITY — The Office of Management and Enterprise Services Central Purchasing Division has earned the 18th annual Achievement of Excellence in Procurement Award (AEP) from the National Procurement Institute. OMES is one of only 15 state agencies in the U.S honored with the prestigious award.

Christine Green, chairwoman of the Achievement of Excellence in Procurement Award Committee, announced the award in a letter this month to Preston L. Doerflinger, OMES director and secretary of finance, administration and information technology.

Green said OMES was the only organization in Oklahoma to receive this year’s award. Those eligible for the award include any non-profit or public organization, including state and local government entities, plus education organizations and institutions. The judging criteria for the award are designed to measure innovation, professionalism, eProcurement, productivity and leadership attributes of an organization’s purchasing function.

“Our central purchasing division is constantly exploring ways to make state government more transparent and professional in its dealings with businesses and the public at large. They are well-deserving recipients of this national recognition,“ Doerflinger said.

Scott Schlotthauer, central purchasing director, said OMES gained perfect scores on 15 of 18 categories on information submitted to the NPI by Steve Hagar, deputy purchasing director. Among other things, the OMES Central Purchasing Division was recognized for its “How to Do Business” web page, ethical standards, vendor and customer training programs, online solicitations process, electronic vendor registration program and best value procurement method.

“We’ve had an intense effort the last few years to improve our division’s operations and we are very committed to the process of continuous improvement,” Schlotthauer said. “The Central Purchasing staff is to be commended for this achievement and we will be shooting for a perfect score from the NPI in all categories in future years.”

Several other procurement organizations come together with the NPI to sponsor the AEP award, including the Institute for Supply Management, the Institute for Public Procurement and the National Association of Educational Procurement.
