Congressman Ellison to Host Meeting about Airport, August 27

Congressman Ellison, in collaboration with the City, is hosting a community meeting to talk about the status of RNAV - a type of navigation that puts planes on a more precise track, leading to consolidation of airplane traffic and noise.  The meeting is August 27, from 5:30 to 7:00 at Washburn High School, 201 W. 49th Street in Minneapolis.

Congress has directed the FAA to have RNAV used at as many airports as possible, as quickly as possible.  They believe that there are benefits from an ease of navigation standpoint as well as potential fuel savings.  Minneapolis successfully halted implementation of RNAV over our city back in November, with the support of State and Federal elected representatives, citing insufficient information and unanswered questions about how the consolidation of flights would affect residents in an urban setting. 

Congressman Ellison’s meeting, he will ask what expect, in terms of information and public engagement, if or when the FAA tries to move forward with RNAV.  The meeting will help identify questions about RNAV, such as- will the altitude of planes be affected? Will there be more planes? Where will the RNAV tracks be? Can they be changed? The information from this meeting will help clarify questions about RNAV and impact the FAA’s process. 


Update: Development Proposal at 40th Street/Lyndale Ave

A planning application for a proposed restaurant to be called Crooked Pint at 40th Street/Lyndale Avenue has recently been submitted to the City by business owner Paul Dzubnar.  The City of Minneapolis staff report on the application will be available to the public on August 21, and is expected to be presented to the Planning Commission at their August 26 meeting beginning 4:30 pm, Room 317, City Hall, 350 S 5th Street.  You can link to the Planning Commission agendas here.  

The planning application describes the land use proposal, and any requested variances, for the development. This proposal would build a new mixed-use building of 3,838 sq. ft. up to the corner of 40th St and Lyndale, over the existing surface parking lot.   The proposal would seek a variance for all parking requirements, reducing the off street parking from 14 spaces to zero.  A variance of the front yard setback from 20 ft. to 3 ft. is also sought for the first 40 ft. north of the south property line. 

Unlike prior proposals presented to the community, this proposal would not utilize the residential vacant property at 4008 Lyndale for a parking lot; without rezoning, which requires the approval of 2/3 of property owners within 100 ft. of the project, that land cannot be used for parking.  Questions about the planning application should be directed to City Planner Hilary Dvorak at 673-2639 or Hilary.dvorak@minneapolismn.gov.

A separate application process for business and liquor licenses is used to determine the business plan, including the hours of operation.  Initial paperwork has been submitted, which appears to comply with prior commitments by the developer to the neighborhood to reduce the original proposed hours and amount of seats in the restaurant in response to neighborhood concerns.  The proposed business plan states hours of operation as M-Th 10 am-11 pm, and Fri-Sat 10 am-12 am.  Outdoor patio hours would be 11 am-10 pm.  Seating capacity is 100 seats inside, and 20 outdoor patio seats.  The business owner has also indicated to staff that he will apply for a valet parking license for the business, and is working to utilize nearby parking lots for this customer service.  Please note that the full application for a license has not been completed; after the full application is completed staff will review.  Questions about the business or liquor license application procedure can be directed to Business Licensing Inspector Mohamed Ismail at (612) 673-2904 or District Supervisor Pat Hilden at (612) 673-3317.

Your input sought on modern streetcar and enhanced bus options for Nicollet-Central corridor


Streetcars or enhanced bus service could be coming to Minneapolis. The City is considering one of these two transit options for the Nicollet-Central corridor, which is one of the busiest transit corridors in Minneapolis.

An open house will give you an opportunity to learn about the detailed evaluation of modern streetcar and enhanced bus options for the Nicollet-Central Corridor, and to share ideas on a preferred alternative.

The corridor extends from the south along Nicollet Avenue at the 46th Street/Interstate 35W Transit Station, through downtown Minneapolis along Nicollet Mall, over the Mississippi River (either Hennepin Avenue bridge or Central/3rd Avenue bridge), and north along Central Avenue NE to the Columbia Heights Transit Center at 41st Avenue NE. The Nicollet-Central Transit Alternatives Study began last fall and will be completed in the fall of 2013. The outcome of the study will identify a preferred transit alternative that could serve as the first phase of a longer-range vision for transit service in the corridor.

Starting Monday, Aug. 5, there will be a 30-day comment period for individuals to submit written comments on the evaluation of alternatives and to participate in an on-line survey about the transit alternatives under consideration. The survey is available on the project website at www.minneapolismn.gov/nicollet-central. Comments may be submitted on the project website, by sending an email to czimmer@zanassoc.com.

All written comments received will be summarized and included in project documentation for consideration by the City Council in making a decision on a locally preferred alternative.

Update: Seward Co-op proposed grocery store across from Sabathani Community Center

The Seward Co-op has proposed to open a grocery store across the street from Sabathani Community Center.  On July 9, hundreds of residents attended a meeting hosted by Seward Coop at Sabathani to introduce themselves to the community and collect initial questions from the community. 

Seward Coop collected questions at the July 9 meeting; it has listed the questions, and provided responses to categories of questions, in this report.

Some residents have asked about how Seward Coop’s leadership might reflect our neighborhoods in Central, Bryant, and surrounding neighborhoods.  Seward Coop has announced it is about to hold elections for its board of directors.  If you are interested, please go to the Seward Coop website, at http://seward.coop/coop/board,  to learn more about its board and this opportunity.  Please consider forwarding this information to your lists and encouraging residents and leaders of our neighborhoods to apply.  Please note that there is an upcoming mandatory meeting for anyone interested on August 14 at 6:15 pm.

City’s Public Hearing on Putting Municipalization Question on Ballot; Xcel Announces New Commitments to Minneapolis’ Energy Future

A major step forward in our clean energy goals has been achieved, as Xcel yesterday articulated a number of commitments to “provide the city with even more choices for reliable, clean, cost-effective energy” in a letter to Mayor Rybak.  As someone who has been part of these conversations with Xcel, I appreciate these important commitments and believe we are on the right path with our negotiations. 

Over the past months, I have heard clearly from residents and activists that they want the city to work harder to achieve our clean energy goals and that these goals should be a focus of our negotiations for gas and electric energy utility franchise agreements with CenterPoint and Xcel.  I want to thank community members, and Minneapolis Energy Options, for focusing the city’s attention on energy issues, resulting in our ongoing Energy Pathways study and initial commitments from Xcel and CenterPoint to help the city meet its energy goals, including those in its Climate Action Plan.

While I support keeping all of our options on the table during negotiations, I do not support putting the question about municipalization on the ballot.  We are on the right path now, with both Xcel and CenterPoint expressing strong commitment to work with the city moving forward.  However, it is also clear that residents are not ready to focus their conversation around municipalization rather than all options, nor does the city have critical information about financial, operational, and other considerations.  Most important, Minnesota state law, which today requires that city’s seeking to municipalize pay existing utility companies for their lost revenues or profits, imposes an impossible cost barrier for any city to examining municipalization. 

I am excited about some of the commitments made by Xcel to pursue opportunities for our City’s energy future, including powering the City’s streetlights with renewable energy, making a solar investment at Xcel’s Riverside plant, and providing Minneapolis-specific reliability reports.  However, I also think we can do more together and look forward to productive negotiations with Xcel and CenterPoint.
