Proposed Ordinance 61 Amendments & Open House Public Meeting Information
Greetings! As previously noted in our GovDelivery, the On-Site Wastewater (OSW) Division is drafting proposed Ordinance 61 amendments. The proposed revisions will be ready for public review and posted on the St. Louis County website under the On-Site Wastewater webpage on January 13th. Additionally, the division will be hosting two open house public meetings to solicit input. The meeting dates and locations are provided below. The meetings will begin with a brief presentation by the OSW Division to give a synopsis of the proposed revisions and the context behind them. After the presentation, the room will be open to the participants to provide feedback. Both meetings will have the option to attend virtually. Winter Sale Requirements
Winter Sale Requirements (if the system is over 10 years old and hasn’t had a compliance inspection in the last three years): • Completed Transfer Agreement • Estimate from a licensed and certified installer for the replacement of the system • Escrowing 100% of said estimate at the time of closing until conditions allow for a compliance inspection to occur
Operating Permit Renewals vs. Compliance Inspections
Please be mindful for all point-of-sale transactions, that a compliance inspection is not the same as an operating permit renewal. An operating permit renewal is considered proper maintenance on a system (i.e., filter changes, pipe clean out, pump review, etc.), where as a compliance inspection is a more in-depth inspection on system functionality that fully discloses to a potential buyer if there is anything failing on the system (i.e., inspect for cracks in the tank, reviewing drain field absorption, soil separation, etc.).
