County Board Approves 2016-2017 Budget

County Board Approves 2016 - 2017 Budget

The Ramsey County Board of Commissioners today approved a biennial budget of $645,061,000 million in 2016 and $660,832,186 million in 2017. This represents an increase of $22,260,357 (3.6 percent) from 2015 to 2016 and an increase of $15,771,185 (2.4 percent) from 2016 to 2017.

"This budget puts Residents First by balancing the delivery of quality services with fiscal restraint," said County Board Chair Jim McDonough. "At the beginning of the year, the board refined the county's Vision, Mission and Goals. At the close of 2015, we have established a budget that will clearly deliver on our priorities over the next two years."

On August 4, 2015, County Manager Julie Kleinschmidt proposed a 2016 budget of $641 million. The roughly $4 million increase between that draft and the final approved budget is primarily attributable to receipt of additional state funding for MnCHOICES assessments for Ramsey County residents.

"We've established a 2016-17 budget that is prudent, predictable and transparent." said Commissioner Victoria Reinhardt, Budget Committee Chair. "We appreciate all of the input we received from residents, business and community stakeholders and staff that have helped to inform our approach and priorities."

Commissioners set the 2016 maximum property tax levy on Sept. 22, 2015 at $284,416,350 - representing an increase of 2.8 percent over 2015. Property taxes will continue to make up about 43 percent of revenues in the 2016-2017 budget.

Public Hearings on the proposed property tax levy and budget were held on Sept. 15 and Nov. 30, 2015.
