May 11, the Jeffers City Council unanimously passed
a Tobacco-free Park Policy, which includes prohibiting the use of e-cigarettes,
for their city park, basketball courts, tennis courts, and community gathering
area. Congratulations to Jeffers for being one of the few cities in Cottonwood
County to pass a tobacco-free park policy. The policy will be effective on June
1, 2015. Kudos to Des Moines Valley Public Health TFC for assisting Jeffers in
the policy development process and working with city officials to communicate
the new tobacco policy.
May 13, the St. Louis County
Board of Commissioners passed a strong e-cigarette policy that includes
limiting the use of e-cigarettes anywhere smoking is prohibited and closed the
sampling loophole, including vape shops. Kudos to Jill Doberstein, a ClearWay
grantee at American Lung Association, for her hard work, to the many volunteers
who testified including physicians, a pharmacist, public health, students,
and many more.

When: May 28, 2015 10 am – 11 am and 11 am – 11:30
Q&A
Level: 102/Basic
Audience:
- Any grantee new to POS concepts and PSE options
Recommended pre-work: Review webinar Why
Point of Sale Matters to Public Health
Learning Objectives: By
the end of this webinar, participants are expected to be able to
- Broadly understand the Foundational and Advanced
approaches to POS
- Identify the mechanisms for implementing POS strategies
at the local level
- Incorporate basic concepts of POS approaches and
strategies into application and work plan
Description: The retail environment is critical in
tobacco control. The availability, promotion, and marketing of tobacco
(and related devices and products) at the “point of sale” significantly impacts
initiation and use, contributes to health disparities, and can serve as a
barrier to successive quit attempts. Fortunately, a number of strategies
are available for communities who want to change how these products are sold.
This webinar will provide an overview of foundational and advanced POS
approaches, identify the mechanisms for implementing these strategies at the
local level, and help grantees incorporate POS into their work.

The Cheyenne River Sioux Tribe (CRST) is the first tribe in South
Dakota to go smoke-free. On May 5, the CRST Tribal Council officially approved
the reservation's Smoke-free Air Act, prohibiting smoking and the use of
electronic cigarettes in all indoor public places and workplaces, including
restaurants and tribal offices. The Act also restricts outdoor smoking to 50
feet from any public building. Protecting tribal members from secondhand smoke
is critical, given a smoking rate among CRST tribal members of approximately 51
percent, compared to 19 percent nationally.
The tribe's landmark Smoke-free Air Act was the result of more
than six years of hard work led by the Canli (Lakota for "tobacco")
Coalition of the Cheyenne River Sioux Tribe, a group of healthcare providers,
cultural leaders, educators, environmental workers, community elders and youth.
The coalition and other tribal leaders worked relentlessly to promote
smoke-free air and educate the tribal community about the dangers of commercial
tobacco and second-hand smoke. Since 2009, the Tobacco Control Legal Consortium
has provided the tribe with legal technical assistance. By this spring, tribal
members of all ages supported the Smoke-free Air Act. Thanks to the passion and
commitment of the coalition and other tribal leaders, the Smoke-free Air Act is
now in effect.
