Board meetings

Board votes to ban electronic smoking

Hennepin County has enacted a ban on electronic cigarettes that is more restrictive than state law. The policy prohibits the use of electronic delivery devices (EDD, electronic cigarettes) in all indoor spaces where the Minnesota Clean Indoor Air Act is in effect. State law covers some, but not all indoor places. The ordinance will take effect March 10, 2015.

The board held a public hearing on the changes to Hennepin County Ordinance Number 24 – Smoke Free at the Health and Human Services Committee of the Hennepin County Board of Commissioners on Tuesday, January 13, 2015.

County plans for 9-1-1 back-up access in emergencies

A backup telephone system will ensure that emergency calls always will reach 911 dispatchers in Hennepin County. In partnership with the Metropolitan Emergency Services Board (MESB), the county has set up a shared/hosted next generation 9-1-1 telephone answering system. It was jointly purchased and will be used by the Hennepin County Sheriff’s Office, Minneapolis Emergency Communications Center, the City of Edina Police Department, Hennepin Healthcare System, and Allina Health Systems. The system will be hosted at the Sheriff’s Emergency Communications Facility in Plymouth, with a redundant backup system at the Hennepin County Government Center. The board approved a contract with the Zayo Group, LLC to provide redundant fiber paths to ensure access to 911 dispatchers.

Board appoints members to citizen advisory boards

For the Adult Mental Health Local Advisory Council the Board appointed Rolanda DeShield to the at large position; Elizabeth (Lisa) Childs and Char Coal to consumer positions; Kathleen Oganovic, Patricia Croal, Atashi Acharya and Jackie Adair to family member positions; and Maisha Giles and Debbie Paine to Mental Health Provider positions.

To the Community Action Partnership of Suburban Hennepin County Board they reappointed Cynthia Bemis Abrams, Mary Brindle and Marvin Johnson.

To the Human Resources Board they appointed Anthony Untiedt, Angelines Pabon, and Jesse Winkler. The decision on the fourth appointment was laid over to the next board meeting.

The board also appointed Gene Kay to the Three Rivers Park District Board of Commissioners.

Agendas and minutes of action taken by the Hennepin County Board are posted under Hennepin County meetings and agendas. For greater detail on the above agenda items and additional board actions, visit the county news release webpage.

Board briefings

In addition to our regularly scheduled board meetings, the board often meets on Thursday mornings to receive board briefings. These are informal opportunities to discuss emerging issues. No decisions are made. Board briefings occur in the board room on the 24th floor of the Hennepin County Government Center and are open to the public.

Better Together Hennepin County

Unfortunately I was unable to attend this briefing.  Below is a synopsis of the work that is done by this program:

Better Together Hennepin is a county initiative that works to build four key supports to help young people delay parenthood: healthy youth development opportunities, connections to caring adults, evidence-based sexuality education and accessible reproductive health services for those who choose to be sexually active.  For more information visit: www.hennepin.us/bettertogether

Employee Benefits: Tuition and Parental Leave

The County Administrator proposes to standardize the County’s tuition reimbursement policy and procedures.  The amount of the benefit will be set at $2500 annually per employee and will be administered centrally.  It is currently administered by departments which results in differences in access among employees.

The County is proposing to provide three weeks of 100% paid parental leave to an eligible parent following the birth or adoption of a child.  This is in response to a resolution adopted by the Board last year and would expand current benefits offered at Hennepin County.  This proposal will come before the County Board for review and action.

Dashboard

County staff demonstrated the Hennepin County Dashboard.  This is a new tool created by county staff to track key performance indicators in certain areas of county activity.  Staff expects to provide public access to the dashboard in the near future.

Lower Minnesota River Watershed District Board

Hennepin County is seeking applications for two vacancies on the District Board.  Established in March 1960 (Watershed Act, Chapter 112) "to carry out conservation of natural resources through land utilization, flood control and other needs upon sound scientific principles for the protection of the public health and welfare and the provident use of the natural resources." The Watershed District is composed primarily of the area between the North and South bluffs of the Minnesota River, extending from the confluence of the Mississippi River at Pke Island, Fort Snelling, upstream to and included Carver.  For more information or to apply visit the county webpage.
