The Hennepin County Board of Commissioners consists of one commissioner from each of seven districts. On January 6, 2015, the Be Well Clinic celebrated the grand opening of its new location at the 701 building.
This represents the expansion of an important benefit that Hennepin County offers, full-service health care for our employees, in close proximity to where many of them work.
The new, 3,000 square foot space includes six examination rooms, and access to primary care, an onsite pharmacy, and integrative healthcare services including chiropractic and acupuncture.
We are thankful for Hennepin County Medical Center clinic staff, and the collaboration that makes this amenity available to our employees.
Hennepin County is pleased to recognize its 2014 Environmental Partners for their leading efforts to recycle and divert organic waste from the trash through composting, sending food scraps to local farmers to feed animals, or by donating edible food. By creating and sustaining strong recycling programs, these 40 businesses help conserve natural resources, reduce greenhouse gas emissions and support the local economy.

Board organizational meeting
The board and committee structures for 2015 were approved at the January 6 organizational meeting. The seven-member Hennepin County Board of Commissioners elects a chair and vice-chair annually, along with leadership to board committees. Below are the Commissioner appointments:

New chair and vice chair for Hennepin County Housing and Redevelopment Authority
The board, acting as the Hennepin County Housing and Redevelopment Authority (HRA), unanimously elected 2nd District Commissioner Linda Higgins as HRA chair; and 5th District Commissioner Randy Johnson as HRA vice chair.
Public space recycling grant awarded
The board awarded $94,281 in grants for public space recycling to the cities of Brooklyn Center, Champlin, Edina, Excelsior and Minneapolis and to the Three Rivers Park District. The cities and park district will promote, develop or enhance recycling or organics collection programs at public spaces or events.
Projects funded through the Public Space Recycling Grants program will add 106 recycling containers to public spaces, provide education and outreach, and evaluate best practices for recycling service. Six of the eight recommended grant projects will begin collecting recyclable materials for the first time. For more details, visit the public spaces recycling grants webpage.
County to fund design and studies for three Southwest LRT crossings
Hennepin County and Three Rivers Park District are funding the design and environmental review of three crossings for the Southwest light rail transit project. The crossings are located near Blake Station in Hopkins, and Beltline and Wooddale stations in St. Louis Park. Each of these crossings is a key safety enhancement to eliminate conflict between bicyclists, pedestrians and roadway traffic, and correlate to the county’s bike and pedestrian plans’ goals and objectives.

In addition to our regularly scheduled board meetings, the board
often meets on Thursday mornings to receive board briefings. These are
informal opportunities to discuss emerging issues. No decisions are
made. Board briefings occur in the board room on the 24th floor of the
Hennepin County Government Center and are open to the public.

The Board considered two topics both related to property services:
1. University of Minnesota Professor Ryan Allen reviewed his analysis of tax delinquent and tax forfeited properties in Hennepin County. Information presented included the amount of time it takes property owners to pay delinquent taxes, the number of times tax delinquencies are reported on the same property, the speed of disposing of property through repurchase, sale or conveyance, and the success rate of the confession of judgment process. Recommended modifications to the process include changes to the public auction process, steps to encourage community-based developers to participate, improvements to communications and development of a strategic plan.
2. County staff discussed developing a dollar home program as one of its tools to return tax forfeited property to productive use. They reviewed similar programs launched by HUD, Gary, Ind., and Minneapolis.

Children and Youth Comprehensive Review (education)
This briefing reported on the results of the comprehensive review of children and youth services that has been taking place across Hennepin County departments. It included recommendations related to the County’s A-GRAD Initiative (Accelerating Graduation by Reducing Achievement Disparities) as well as discussion of an infant court team model pilot, education pilot plans for children and youth in foster care, and education pilot plans for youth on supervised probation. Among other steps, it would focus on building educational achievement by improving the stability of out-of-home placements, increasing the use of developmental assessments, and embedding educational goals in the data that county workers track as they work with children and youth.
Learn more about local government
The Hennepin County Citizens Academy is a seven-session course designed to give residents an overview of the county’s role and how we do our work. During the academy, participants learn about county services, interact face-to-face with county leaders and elected officials, and get behind the scenes tours of facilities – including a public safety facility, library, and the public works facility.
The Citizens Academy runs weekly on Wednesdays from 6:30 to 9 p.m., March 25 to May 13. There is no session on April 1.

Volunteers sought for vacancies on Workforce Investment Board
The Hennepin County Board of Commissioners is seeking applicants for seven vacancies on the Hennepin County Workforce Investment Board.
This 27-member board develops and studies programs to provide jobs for unemployed people in suburban Hennepin and Carver counties, by increasing the involvement of the business community in employment and training. The board also analyzes needs for employment and training services, makes recommendations about program plans and basic goals, evaluates employment and training programs, recommends strategies to increase private-sector employment opportunities for economically disadvantaged residents, and appoints and oversees a local youth council.

Minnehaha Creek Watershed District Board
The Hennepin County Board of Commissioners is seeking applicants for two openings on the Minnehaha Creek Watershed District Board.
A watershed district manager presides over the business of the district as it relates to the conservation of natural resources. Managers attend regularly scheduled meetings of the district board and other meetings related to the business of the district. Managers are responsible for promoting district activities and maintaining cooperative working relationships with local, state and federal agencies and organizations.

Hennepin County Youth Sports equipment grants available
The 2015 Hennepin County Youth Sports Spring Equipment grant cycle is now open. Consider applying for the spring round of the Hennepin County Youth Sports equipment grants if your organization needs things like field maintenance equipment, nets or backboards. Applications are due by 4 p.m. on Monday, February 23.

Summer youth employment program through Tree Trust
The Tree Trust Summer Youth Employment program is back for its 38th year and available to youth ages 14-21 living in Dakota, Washington, and suburban Hennepin Counties. Youth work an average of 20 hours per week earning minimum wage and also have the opportunity to earn school credit through lessons provided at the worksites.
Youth Conservation Corps participants work with crew leaders to complete environmental improvement projects that have real, lasting value to the community. These projects include timber staircases, paver patios, fence installations, trail maintenance, and much more.
