County board actions for May 20

Public hearing for amendment to the Shingle Creek Watershed Management Plan

The board will hold a public hearing before the Public Works, Energy and Environment Committee on Tuesday, June 3, 2014, at 1:30 p.m. to receive comments on a minor plan amendment proposed by the Shingle Creek Watershed Management Commission. The proposed amendment revises the Plymouth Bass Lake Pond Project  incorporating pond maintenance and adding a lake water treatment system which will reduce pollutants in Bass Lake. The estimated cost for the project is $840,000. The hearing will be held in the Board Room, 24th floor of the Administration Tower, Government Center, 300 South Sixth Street, Minneapolis, Minnesota. Information related to this public hearing is on file with the Clerk of the County Board.

Affordable housing and public service grants proposed

The board approved a 2014 Housing and Urban Development action plan that will authorize negotiation for federal entitlement awards for the Community Development Block Grant program, the HOME Investment Partnerships program, and the Emergency Solutions Grant program totaling $4,099,409 from July 1, 2014, through June 30, 2019.

Proposed activities are:

• Affordable rental housing - $1,123,359
• Single family home rehabilitation - $859,361
• Affordable homeownership - $679,966
• Ending homeless - $203,197
• Special needs housing - $615,229
• Family services - $129,187
• Senior services - $84,006
• Youth services - $62,810
• Neighborhood revitalization - $339,664
• Fair housing - $25,000
• Administration - $440,980
• Community housing development organization operations - $50,000

Together the grants would make 481 housing units affordable and provide public services assistance to over 21,000 low income people.

Hennepin County Housing and Redevelopment Authority

Strategic land acquisition

The board approved the reallocation of 2012 and 2013 Transit Oriented Development funds to an opportunity fund that will leverage an estimated $10 million through partnership with the Twin Cities Community Land Bank. The land bank will allow the Hennepin County Housing and Redevelopment Authority to purchase strategic sites in Hennepin County that are consistent with Hennepin County goals.

Board approves affordable housing projects

The Hennepin County Housing and Redevelopment Authority approved projects to be funded by the Affordable Housing Incentive Fund (AHIF).  This year $3.3 million will be committed to projects that work with municipalities, other government and nonprofit agencies, private and nonprofit developers and lenders to encourage development and preservation of affordable housing. Since 2000, this program has committed more than $50 million and leveraged more than $1 billion in more than 5,500 affordable housing units. Projects are selected through a competitive request for proposal process. For more details see the news release. 

2014 Transit Oriented Development program

The board approved four Housing and Redevelopment Authority projects that in partnership with Hennepin County cities will leverage a total of $167 million in private and public funding to create 518 housing units, 204,500 square feet of commercial space, and 406 new and 307 retained jobs. 

The 2014 Transit Oriented Development Program funds are allocated to:

• Bloomington Central Station Apartment Project (City of Bloomington) - $400,000 grant
• Broadway Flats (Broadway Flats, LLLP) - $300,000 cash flow loan
• Cedar Plaza (Cedar Cultural Center) - $125,000 grant
• MoZaic East (The Ackerberg Group) - $300,000 grant
