ABOUT THE 6th DISTRICT

The Hennepin County Board of Commissioners consists of one commissioner from each of seven districts. I am proud to represent part of Chanhassen, Deephaven, north Eden Prairie, Edina, Excelsior, Greenwood, Hopkins, Long Lake, Minnetonka, Minnetonka Beach, northern Mound, Orono, Shorewood, Spring Park, Tonka Bay, Wayzata and Woodland.

Orono Maintenance Facilty Expansion and Renovation Begins

Orono

Construction of the geothermal headers.

The expansion and renovation of the Orono Maintenance Facility will bring the facility up to current safety, environmental, structural preservation, energy management and operational standards. In use since the early 1960s, the proposed changes and systems upgrades will use technologies designed to improve energy management and work environment safety.  The building is located at 3880 Shoreline Drive, Orono.


Excelsior Library Construction Underway

Excelsior Library construction continues in spite of cold weather

Construction is underway and Shaw Lundquist is approximately 25% complete with the new Excelsior Library. Despite the recent cold weather, masonry work has continued within temporary enclosures and the structural steel and roof are in place. Completion of the brick and stone veneer, along with pouring of the interior floor slab, is scheduled for the upcoming weeks. Project completion is expected in mid to late September, 2014.


2014 Spring Equipment Grant Cycle Begins 

Youth Sports

 The 2014 Spring Equipment grant cycle is now open. $125,000 in total is available. The application (available here) deadline is Monday, March 10, at 4:00 PM. Deliver three copies to MASC, 1700 - 105th Avenue NE, Blaine, MN 55449.

The Hennepin Youth Sports Program makes grants to local governments to improve youth athletic and recreation facilities. State of Minnesota law authorizing the building of Target Field allows Hennepin County to use proceeds from the 0.15% sales tax surcharge to award over $2 million each year for sports facilities and equipment. Since 2009, the program has awarded over $13 million to communities throughout Hennepin County.

The 2014 community POWER Program is looking for applicants to propose new and innovative ways to educate and actively engage residents in changing their purchasing, reusing, and hazardous waste disposal behaviors to reduce garbage.

Funding available for businesses, non-profits to improve recycling and organics recycling programs

Applications due March 15

Hennepin County is offering grants of up to $50,000 to help businesses, non-profit organizations and institutions start or improve programs to divert recyclables and organics (food and non-recyclable paper) from the trash. Most businesses and non-profits in the county—from large office buildings to churches, restaurants and apartment buildings—are eligible to apply. Funding can help with the purchase of recycling containers, equipment and hauling services and minor improvements to loading docks and waste enclosures. Learn more and apply.

Board Meetings

January 7, 2014

Opat re-elected chair 

At our first meeting of the new year, commissioners  re-elected Mike Opat, 1st District, as their chair and me as vice chair.

Chairs of committees also were appointed during this meeting.  I will continue to chair the Budget and Capital Investment Committee, and continue as vice chair of the Public Works, Energy and Environment Committee.

Regional Railroad Authority elects officers

Acting as the Hennepin County Regional Railroad Authority (HCRRA), the board re-elected Peter McLaughlin as chair and Gail Dorfman as vice chair.

Housing and Redevelopment Authority elects officers

Acting as the Hennepin County Housing and Redevelopment Authority (HCHRA), the board re-elected Gail Dorfman as chair and me as vice chair.

Vote

Special election set for 3rd District

The board approved a special election for the 3rd District to fill the seat that will be vacant upon Commissioner Gail Dorfman's departure at the end of February. If needed, a special primary will take place on April 29 and the special election will take place May 13. 

Cost participation for Blake Road Corridor study

The board approved up to $100,000 in cost participation with the City of Hopkins for the Blake Road Corridor study. The study will look at the corridor from Interlachen Boulevard to West 36th Street.

The study will develop a conceptual plan that would identify improvements to the road, sidewalks, trails, pedestrian and bicycle crossings, and make recommendations for landscaping and lighting, and other amenities to support access to the Blake Road Station for Southwest LRT.

Board supports statewide immunization information system

The board approved a continued agreement with Minnesota Department of Human Services to support ImmuLink, Hennepin County’s portion of the Minnesota Immunization Information Connection. Immulink provides services for Anoka, Carver, Dakota, Ramsey, Scott, Washington and Hennepin counties. It is a confidential immunization registry used to track children and adult immunizations. The Department of Human Services reimburses the county for costs associated with supporting ImmuLink. These services include enrolling children from participating counties, enrolling private and public immunization providers, and assisting in training the immunization providers that use the registry, assuring the quality, completeness, accuracy and security of the data.

Board Briefings

In addition to our regularly scheduled board meetings, the Board often meets on Thursday mornings to receive Board Briefings.  These are informal opportunities to discuss emerging issues.  No decisions are made.  Board Briefings occur in the boardroom on the 24th floor of the Hennepin County Government Center and are open to the public.

January 16, 2014

Hennepin County Cohort Study of County-Involved Youth—County staff have been analyzing the service patterns and educational outcomes of 3,557 youth who fall into one of three categories of high county involvement: youth on probation, youth in foster care, and teen parents. The goal of the analysis is to provide data so that the county can make changes to improve outcomes--particularly graduation outcomes--for this population. The preliminary findings of this on-going study state:  “Study results suggest that these youth come from similar, disadvantaged backgrounds, experience disparate service patterns and achieve poor educational outcomes.”  Among the key findings presented at the briefing: 

  • These youth come into the county system as young children when their families contact the County to receive supportive services.  The first service contact for these youth is often before the age of five.
  • They represent 1% of total youth in Hennepin County and are disproportionately Native and African American, eligible for free/reduced lunch, and live in particular neighborhoods of Minneapolis and first ring northwestern suburbs. 
  • Sixty-nine percent of these youth never graduate from high school.

Public Hearing

What:  A hearing was scheduled to accept public comment on amendments to Hennepin County Ordinance 19 (Subsurface Sewage Treatment Standards) for the purpose of protecting water resources and protection of the public's health from contamination by human sewage .

The MN Pollution Control Agency has revised MN Rules Chapters 7080, 7081 and 7082, which all Minnesota counties are required to adopt.

Precinct Caucuses

What:  Precinct Caucuses are meetings organized by Minnesota's political parties. It is the first step for political parties to begin the selection of candidates, elect delegates/alternates and adopt changes to the party platform. For more information, visit the Secretary of State website.

When: Tuesday, February 4, 2014 at 7 p.m.

Where:  Use the Caucus Finder for locations of major politcal party caucuses.
