ABOUT THE 6th DISTRICT

The Hennepin County Board of Commissioners consists of one commissioner from each of seven districts. I am proud to represent  Deephaven, north Eden Prairie, Edina, Excelsior, Greenwood, Hopkins, Long Lake, Minnetonka, Minnetonka Beach, northern Mound, Orono, Shorewood, Spring Park, Tonka Bay, Wayzata and Woodland.

Teen Births in Hennepin County Continue Downward Trend

The number of teenagers who gave birth in 2011 dropped for the fith consecutive year based on an analysis of birth certificates in Hennepin County.

In 2007 there were 1,170 teenagers who gave birth compared to 692 in 2011.

Hennepin County provides a variety of supports to help teens make smart choices.

Volunteer

Volunteer and Community Partnership Program

If you enjoy helping people, can volunteer during week days or if you want to gain some customer service experience, the Volunteer and Community Partnership Program (VCPP) may have the right opportunity for you.

One such volunteer helped three senior citizens through the county's money management program.

The volunteer, Janice Anderson, helped one client for five years by opening his  mail and reading it to him.  She also helped him pay his rent and bills on time, and devised a budget plan to make sure he had money to make it through the month.

Free Hands-on Classes Teach Seniors How to Use the Internet

What: "Senior Surf Day" was created for seniors who find using the Internet frustrating. Seniors learn the basic parts of a computer, practice connecting to the Internet, doing searches and more.

Hennepin County Prescription Partnership Offers Savings

On Tuesday, June 18, Hennepin County launched a partnership with a Florida company that could result in lower prescription and health care costs for residents and a benefit for selected county programs.

The no-cost Coast2Coast Rx card could provide savings of up to 75 percent on tens of thousands of prescriptions with additional savings available on health care services including diabetes supplies, services such as lab and imaging, and vision, dental and hearing care.

Vacancy on Riley-Purgatory-Bluff Creek Watershed District Board

Due to the expiration of a term of office on July 31, 2013, the Board of Commissioners is seeking applicants for a three year term.

This board coordinates management of water and related land resources near Riley, Purgatory and Bluff creeks in southwest Hennepin and northeast Carver counties.

A member may not be a public officer of the county, state or federal government and must be a resident of the district, which in Hennepin County includes portions of Bloomington, Eden Prairie, Minnetonka, Deephaven and Shorewood.

The deadline for applications is July 18, with interviews to be held on July 23.

County Aid to Municipalities Funding Approved

A portion of property taxes will be returned to Hennepin County communities in the form of County Aid to Municipalities (CAM) for road improvements.  The allocation uses a formula based on 50 percent of the approved program amount being disbursed based on population (fewer than 5,000 residents), and the other 50 percent disbursed on municipal centerline mileage.

This funding will allow cities to construct or improve municipal roadways, or repair deficient bridges, on their designated system.

Communities receiving funding in the 6th District:

  • Deephaven - $9,907
  • Excelsior - $4,774
  • Greenwood - $1,800
  • Long Lake - $4,145
  • Minnetonka Beach - $1,658
  • Spring Park - $2,760
  • Tonka Bay - $3,715
  • Wayzata - $9,601
  • Woodland - $1,428

Funding for School Recycling Programs Approved; Business Recycling Incentive Program Established

The Hennepin County Department of Environmental Services recommended awarding $87,894 for School Recycling Assistance Program grants to 10 recipients. 

Schools receiving funding in the 6th District:

  • Hopkins Public Schools - $8,800
  • Wayzata Public Schools - $35,463.72

A total of 13,900 students will be engaged through the School Recycling Assistance Program in this round of funding. Additionally, parents and staff at these schools will learn more about recycling and composting methods.

The Business Recycling Incentive Program is expected to increase recycling and organics recycling by approximately 3,000-8,500 tons per year. Approximately 60-75 accelerated grants and 5-10 open competitive grants will be awarded annually through the Business Recycling Incentive Program. Grant funds can be used to fund the purchase of approximately 2,000-3,000 recycling containers annually in order to enhance recycling and organics collection programs.                                     

Bassett Creek Watershed Plan Amendment Approved and Special Levy Set

The Board approved a plan amendment to the Bassett Creek Commission’s 2004 Watershed Management Plan and set the 2014 maximum levy at $1 million.

The amendment adds three water-quality improvement projects to the BCWMC's 2014 Capital Improvement Program. 

  • The Schaper Pond project will reduce phosphorus loading to Sweeney Lake in the City of Golden Valley by an estimated 156 pounds per year.
  • The Briarwood/Dawnview project will construct a treatment pond with an iron-enhanced filtration system. The pond will treat stormwater runoff from a 184-acre residential area in the City of Golden Valley prior to discharge to Bassett Creek and remove an estimated 94 pounds of phosphorus per year.
  • The third project is an in-lake alum treatment to reduce internal phosphorus loading in Twin Lake in the City of Golden Valley. The treatment is anticipated to reduce the internal phosphorus load by 242 pounds per year and the treatment is expected to last 10 to 20 years.

Federal Funds will Supplement Road Projects

The Board accepted approximately $6 million of federal funds to be used on concrete and asphalt repair,  pedestrian ramp reconstruction, and additional improvements at the Interchange project.

In the 6th District, expect concrete repair projects on Excelsior Blvd in Hopkins and Townline Road in Eden Prairie and Minnetonka, and milling and paving on North Shore Drive and 6th Ave. N. in Orono.

Funding for Truancy Intervention Approved

More than $1.4 million was approved for the be@school. to increase school attendance and improve community connections across Hennepin County.  The program will provide early intervention through education and support services to school-age youth and their families.

Grant Funding Accepted for Intensive Supervised Release Program

More than $3.4 million was accepted from the Minnesota Department of Corrections for the next two years to provide maximum community surveillance and supervision for the most serious offenders released from prison.  The money will help cover the costs of house arrest, electronic monitoring, strict curfews, mandatory work or school, random drug testing and Elecrronic Alcohol Monitoring for those charged with alcohol-related driving offenses.

Agreement with Elk River Resource Recovery Facility Approved

The Board approved an agreement to continue sending solid waste not used by Hennepin Energy Recovery Center (HERC) to the Elk River facility for further processing.  The agreement is part of the county's goal to minimize the amount of municipal solid waste sent to landfills as required by state law.

Like HERC, the Elk River Energy Recovery Station trash is processed into biomass fuel to generate electricity.  Metals also will be separated for recycling.

Three Citizens Appointed to Work Force Investment Board

This 27 member board develops and studies programs for the unemployed, analyzes and makes recommendations about program plans and basic goals for unemployed persons in suburban Hennepin and Carver counties.

The three new members appointed are David Anderson of Edina, representing business, Kendra Grunig of Rosemount representing rehabilitation services, and Jeffry Wosje of Plymouth representing business.

Permanent Weapons Screening Added at Brookdale and Ridgedale District Courts

Ridgedale

Hennepin County Fourth Judicial District Court provides service to 42 communities at three suburban locations - Brookdale, Ridgedale and Southdale.  More than 50,000 cases are heard anually, including assaults, domestics, minor criminal offenses, DWIs, traffic and parking violations.

Because of the age, size and other challenges at the Southdale facility, current operations will continue until other solutions are identified.

Judy Regenscheid Confirmed as Assistant County Administrator of Operations

A 27 year county employee, Regenscheid most recently served as the county's director of Information Technology.  Her new responsibilities will include the following departments:  Public Affairs, Information Technology, Internal Audit, Libary, Taxpayer Services & Real Property, Assessor's Office, and the Examiner of Titles.

Board Briefings

In addition to our regularly scheduled board meetings, the Board often meets on Thursday mornings to receive "Board Briefings."  These are informal opportunities to discuss emerging issues.  No decisions are made.  Board Briefings occur in the Boardroom on the 24th floor of the Hennepin County Government Center and are open to the public.

The Board was briefed on two issues relating to bicycling.  First, staff is proposing to update the bicycle transportation plan which was first prepared in 1997.  This update would be undertaken in conjunction with the Three Rivers Park District and is expected to be completed in approximately one year.   Second, staff proposes to reorganize the Bicycle Advisory Committee by revising the membership structure and clarifying roles and responsibilities.  Under staff’s proposal, each commissioner will appoint a member and alternate to the Bicycle Advisory Committee.
