Project Title: St. Therese of Woodbury EAW
Project Description: The proposed project on approximately 143.09 acres of land in Woodbury, MN, would result in various types and densities of residential development with supplemental commercial and office uses. While there are scattered pockets of woods, wetlands and grassland in this area, the vast majority of the land being studied has historically been used for farming.

Project Title: 125th Street NW Corridor Preservation Project
Project Description: The proposed 125th Street NW Corridor Preservation Project, located south of Pine Island, Olmsted County, Minnesota, involves preservation of a road right of way footprint that will connect Olmsted County Road 5 on the west to the Highway 52/County Road 12 Interchange (also known as the Elk Run Interchange) on the east. The total length of the proposed corridor is approximately 3.5 miles.
The corridor alignment study and the EAW have aided in the identification of the long-term transportation improvements and will set in place measures to help preserve the footprint for a future east-west regional arterial as well as support the long-term growth and land use plan for Pine Island.
The comment period will begin on September 16, 2013 and will extend through October 16, 2013. Written comments can be submitted to the contact person listed below.

Project Title: Eddy's Resort Demolition and Reconstruction
Project Description: Eddy’s Mille Lacs Lake Resort is proposing to remove and reconstruct its existing resort. The proposed project would construct 72 lodging units (64 hotel rooms and 8 cabins), restaurant, meeting and retail space, maintenance facility and parking area. The proposed project would also construct a new Large Subsurface Wastewater Treatment System on a parcel located across US Highway 169.

Project Title: West End AUAR Update
Project Description: As the designated Responsible Governmental Unit (RGU), the City of St. Louis Park has prepared a Draft Alternative Areawide Review (AUAR) Update under the Minnesota Environmental Policy Act for the West End Development. Redevelopment is in progress for a 48.6-acre parcel of land at the southwest corner of I-394 and Trunk Highway 100 in St. Louis Park, MN, with portions in Golden Valley, MN, incorporating a mix of office, commercial, and residential uses. The original AUAR was adopted by the City of St. Louis Park in 2007.
Per EQB requirements, 10 working days are given for review of the Draft AUAR Update. Any objections by state agencies or the Metropolitan Council must be filed with the City of St. Louis Park within this timeframe. If no objections are filed, the City of St. Louis Park will adopt the AUAR Update.
Copies of the Draft AUAR Update will be distributed to agencies on the current Minnesota Environmental Quality Board list. The Draft AUAR may be accessed electronically on the City of St. Louis Park’s website (www.stlouispark.org) and paper copies will be available for review at the Minneapolis Central Branch of the Hennepin County Public Library (300 Nicollet Mall, Minneapolis) and the St. Louis Park Branch of the Hennepin County Public Library (3240 Library Lane, St. Louis Park).

Project Title: Great River Energy Worthington 115 kV Transmission Line
Project Description: Great River Energy has determined that a 69 kilovolt (kV) transmission line needs to be rebuilt to 115 kV standards to improve reliability and meet demand in the area near Worthington in Nobles County, Minnesota (see enclosed fact sheet/map).
Great River Energy, power supplier to Nobles Cooperative Electric, proposes to rebuild approximately 4 miles of 69 kV transmission line to a 115 kV transmission line. The transmission line will be located in and near the City of Worthington, along Sections 5, 6, 7, 8, 17, 18 and 19, T102N , R39W and Sections 13 and 24, T102N, R40W in Nobles County. The line will connect the existing City of Worthington #2 Substation to an existing Great River Energy line located in Section 6. The line will be constructed using wood poles with horizontal post insulators (see photo on fact sheet). The poles will generally be 70-80 feet above ground with a 250-400 foot span between poles. Airport restrictions may require the use of specialty poles on portions of the line.

ROTENONE APPLICATION PROJECTS PLANNED BY DNR SECTION OF WILDLIFE MANAGEMENT
The DNR Section of Wildlife Management is planning rotenone treatments on the water bodies listed below and wetlands and ditches connected to those water bodies that may not have specific DOWs:

This project involves the application of liquid rotenone, a federally and state registered pesticide, to eliminate less desirable fish species in the tributaries (including ditches) and connected wetland areas to the above water bodies. The treatment will be conducted sometime between late fall of 2013 or late fall of 2014 depending upon weather conditions, water levels and construction time lines. Blanding’s turtle (Emydoidea blandingii), a state threaten species, historically has been documented in the watercourse near the outlet for Goose Lake, but there are no recent records. Project goals include removing undesirable fish species, primarily carp and bullheads, to improve water quality and wildlife habitat in these basins. Some of the water bodies are in drawdown, so the volume of chemical needed will be minimized.
Rotenone application will be done aerially via helicopter by licensed pesticide applicators, by backpack sprayers if necessary to reach small isolated areas and by drip station. Target treatment concentration is 4-5 ppm. The current fish targeted are the exotic species carp (Cyprinus carpio) and black bullheads (Ictalurus melas). Benefits of the project will be improved water quality, re-establishment of desirable aquatic vegetation, reduction of plankton algae, and improved habitat for wildlife and waterfowl.
