Happy New Year! TAA thanks all of our partners who have
diligently sent in participants’ grades and mid-term benchmarks. Benchmarks
allow for early intervention (by both Dislocated Worker Counselors and Trade
Adjustment Allowance Specialists) with students needing academic assistance.
This in turn aids in the student’s success and assures continuation of training
benefits.
The following article discusses TAA’s 2014 Reversion program (a
combination of the 2002 and 2011 programs) extension through September 30, 2015.
TAA will continue to update partners as we learn more about potential
legislation and program changes. Thanks again for your thoughtful
planning and case management, leading to successful careers and livelihoods for
our shared customers!
TAA PROGRAM
EXTENDED THROUGH FEDERAL FISCAL YEAR 2015
The Consolidated
and Further Continuing Appropriations Act of 2015 (commonly known as the
Omnibus Bill) was signed by President Barack Obama on December 16, 2014. This
bill has extended the Trade Adjustment Assistance (TAA) program through
September 30, 2015.
The
extension will allow TAA eligible participants who are certified after Dec. 31,
2014 to receive benefits. The US Department of Labor will continue to
investigate petitions and issue determinations of eligibility based on the
Reversion 2014 program. Minnesota will continue to administer TAA
benefits including ATAA and RTAA to eligible workers under the 2002 program, the 2009 program, the 2011 program, and Reversion 2014.
Eligible program
participants will receive a letter from DEED in
January with the updated sunset date.
Eligibility
for benefits, such as ATAA or RTAA, may be affected if participants have not
been determined eligible by September 30, 2015.

The TAA team enjoyed the Fall Counselor Training in October
and November and hopes that all who participated did as well! Thank you to
everyone who attended. Here are responses to the “frequently asked questions
(FAQs).” Please follow-up with a TAA Specialist if you need additional
clarification.
1) How to send ticklers in WF1? – Click on “Tickler” or “Add Tickler” in WF1
and then click “Help.”

FUNDING STREAM
TRANSFERS IN THE WORKFORCE ONE REWRITE
Since the Workforce One rewrite
was implemented in July, many questions have come from the field on how to
enter new or changing data into the system. One of the most common questions
received by DEED staff has been related to funding stream transfers within the
same program. Because of this, we are providing a short guide on how counselors
can complete transfers.
The following are steps a case
manager needs to take when their customer is going through a funding stream
transfer but is staying enrolled in the same program.
1. Log into Workforce One.
2. Click the “Search” button on the top panel and
then click on “Person” within the selection list.
3. Enter the participant’s name, SSN, or Record ID
(WF1 ID). Click on “Run Search” and select the participant you are working
with.
4. Once in the participant’s record, click on
“Activity” in the side panel.
5. Click on the enrollment sequence you are using
to track your work with the participant.
6. Since the current funding stream is ending, you
will now need to individually close each activity that is still active in the
old funding stream with the appropriate end date. (Make note of the activities
that are continuing in the new funding stream.)
7. Once all “old” activities are closed, activities
within the new funding stream need to be opened. Click on “add new activity”
and open all activities noted from the previous step by selecting the “new”
funding stream and entering the appropriate start date.
8. Case note the funding stream change.
9. The funding stream transfer has been completed
for this participant. If there are other participants in your caseload that are
also changing funding streams at this time, begin the next transfer by starting
at step two.
Since TAA funding streams never change, TAA no longer
needs to be notified when a participant is changing program funding streams.
Since the same enrollment always stays in play, the TAA activities remain open
throughout the time the participant is accessing TAA benefits.
The only time a counselor clicks “Exit” on the side panel
of a participant’s record is when the participant has fully completed the
program and is exiting with a valid exit reason. The exit reason “Transfer” is
no longer a valid exit reason due to funding stream changes because funding is
only tracked through activities not enrollments.
