For this month’s issue, we in the Dislocated Worker unit
want to express our sincere appreciation for the fact that our federal
colleagues are able to rejoin the workforce. We are also grateful to all
of our local partners and other grantees, who have maneuvered through yet
another crisis beyond our control. You are all amazing public servants,
and we are proud to work alongside you.
We will have federal funds out to local partners as rapidly
as humanly possible, once we get the Notices of Obligation from the U.S.
Department of Labor. If you have questions, feel free to let us
know. Thanks again for all you do!

Did you know that among Disclosed Worker program
participants pursuing classroom or occupational skills training, one in three
sought training in healthcare- or computer-related occupations? Alternatively,
less than one percent of participants entered training in food preparation,
building and grounds maintenance, or farming-related activities.

The following list shows the top 10 detailed occupations in
which Dislocated Worker program participants received training between July 1,
2010 and June 30, 2012:
- Heavy/tractor-trailer truck drivers

Licensed practical/vocational nurses

Medical assistants

Registered nurses
- Business operations specialists
- Network/computer systems administrators
- Nursing assistants
- Bookkeeping/accounting clerks
- Medical secretaries
- Accountants
The occupational groups and detailed occupations in which
program participants seek training represent some of the most in-demand jobs in
Minnesota. In fact, all of the top 10 occupations with the largest number of
participants receiving training are on Minnesota’s Occupations in Demand (OID)
list. Check out occupations in demand in your area by visiting the Labor Market

Policy Update
The Dislocated Worker Individual Employment Plan (IEP)
policy is entering a 14-day public comment period. Updates to the policy include
requiring assessment tests for participants with training on their IEPs,
clarifying that participants must have just one active IEP, and clarifying that
justification for the goals and action steps of the IEP can be housed in WF1 or
client file case notes. Review the
updated policy and send your feedback to us by November 6 here!
Service Tips
Many of you have seen Council on Crime and Justice’s Emily
Baxter present at our statewide counselor trainings. Did you know they are
available year-round to answer your questions? If you and your coworkers have
questions about serving clients with criminal records or other legal hardships,
reach out to Emily
Baxter and her team!
Data Validation Tip:
Veteran Status
One of the more common data errors that monitors find during
the process of data validation is veteran status. Last year, half of the 18 records
monitored for data validation and marked as veterans in WF1 did not have
sufficient documentation of veteran status in the client file. All participants
who are indicated as veterans in WF1 must have a copy of their DD-214 form on
file, even if veteran status is not used to determine priority of service.
NEG Update
In preparation for the next round of NEG quarterly reports,
DEED will provide the project operators with the participants data for
reconciliation by the end of the day on October 22, 2013. Project operators are
requested to return the reconciled participants data to DEED on Tuesday,
November 05, 2013.
The U.S. Department of Labor (DOL) conducted a monitoring
visit of the Minnesota 2012 Flood the week of August 12th, 2013.
They also provided Technical Assistance to HIRED.

visit successful.
