2015 JCT Call for Nominations
The
Minnesota Department of Human Services (DHS) and Department of Employment and
Economic Development (DEED) request nominations for the 2015 Joint Counselor
Training Awards. Three awards will be given in each of the four programs /
service areas represented at the conference. These programs / service
areas are:
- Minnesota Family Investment /Divisionary Work
programs (MFIP / DWP)
- The Dislocated Worker/Trade Adjustment
Assistance programs (DW / TAA)
- Job Seeker Services
- Veterans Services
Nominations
will be accepted across programs. Awards will be presented on Thursday, June
4th in Duluth, MN at the Joint Counselor Training.
Nomination Directions for 2015 JCT Awards
The award categories for each program / service are
below. The criteria for each award category that will be used in
selecting an awardee from the nominations can be found in the online nomination
form linked below. Please take the time to nominate your peers,
colleagues, managers, supervisors, mentors, your team, and / or yourself.

Nominations are due by Friday, May 8th,
2015. All nominations MUST be submitted by this day to be
considered.
- You may submit more than one nomination or
nominate individuals for more than one award.

Award Categories - Each service area will have 3 categories:
- Counselor of the Year
- Lifetime Achievement Award
- Exceptional Performance by a Team
Dislocated Worker Counselors Serving TAA Participants- 2015 JCT Reimbursement
Providers,
if you have a Dislocated Worker Counselor serving a Trade Adjustment Assistance
participant, TAA will reimburse that counselor hotel and mileage to attend the
2015 Joint Counselor Training. Are there conditions? Yes, there are two
conditions:
1. The
Dislocated Worker Counselor must travel
over 35 miles one way to attend the conference
2. The Dislocated Worker must attend at least one TAA related
breakout session while at the conference.
Qualifying
sessions are listed on the reimbursement form linked here. Please fill out the form and submit prior to the conference to Cynthia.boyle@state.mn.us.
Rapid Response and WIOA
Workforce Innovation and Opportunity Act of 2014 (WIOA) has
proposed new regulations including § 682.330(i) requiring that “Rapid Response
services be provided to workers upon the filing of a petition for TAA.”
The size of the layoff does not matter. If you have any known layoffs in
your WSA which appear to have trade implications, please contact the state of
Minnesota’s Rapid Response Team so they can start a needs assessment immediately!
Reminder: Summer Credits for TAA Participants
Remember that 6 credits are considered FT for MNSCU institutions only. The
University of MN and private institutions have different criteria. DW
Counselors, please have TAA participants check full time requirements of their
learning institutions if not attending a MNSCU school.
Summer Credits and TRA Eligibility
In order to remain TRA eligible through summer, TAA
customers must be full-time students (as defined by the school). So, what
happens when the school doesn’t provide degree focused classes during the
summer? TAA asks students to explore options that will enhance their education
or career. This may require taking an online course or taking a course from
another institution that will transfer and be accepted at the primary
institution. TAA will pay tuition, books, and required fees of non-required
classes but reserves the right to limit reimbursements for coursework that is
merely satisfying the full time credit requirement but not enhancing student
education or career. Requests will be handled on a case-by-case basis.
