Michigan Announces Regional Managed Care Health Plans

LANSING, Mich. – The Michigan Department of Health and Human Services (MDHHS) today announced the Medicaid Health Plans (MHPs) recommended for Michigan’s Comprehensive Health Plan contract. The Comprehensive Health Plan contract provides health care services to approximately 1.7 million Medicaid managed care beneficiaries.

“The Comprehensive Health Plan contract builds on an already strong record of health care innovation in the state of Michigan,” said Nick Lyon, director of the MDHHS. “By committing to improve population health management and integration of care, we are transforming Medicaid to better serve our residents.”

The current Comprehensive Health Plan contract will end on December 31, 2015, and the new contracts announced today will begin January 1, 2016. The Comprehensive Health Plan contract includes changes to the service area locations and requirements to align with Michigan’s Prosperity Regions, as well as a new Medicaid coverage group.

All counties in regions two through ten will be covered by multiple health plans. Counties in region one will continue to be covered by one plan, as that region qualifies for a rural designation   by the Centers for Medicare & Medicaid Services.

MDHHS issued a Request for Proposals in May 2015 after making changes and incorporating stakeholder input as a result of feedback and discussions during the budget process. The new contract will continue to carve-in pharmaceutical drugs, and will add a common formulary for all managed care entities by January 1, 2016.

As part of Michigan’s continued innovation in health care, the MDHHS Medicaid program is committed to population health management; integration of care; payment reform and structural changes to improve efficiencies. All bids were reviewed by a joint evaluation committee and the recommendations for contract award must now be approved by the State Administrative Board before contracts are final.
