The Department is holding a public workshop and opportunity for comment on preliminary drafts of the following regulations: Chapter 100; Chapter 113; Chapter 115; and Chapter 140. The Maine Department of Environmental Protection is proposing to revise its Chapter 100, Chapter 113, Chapter 115, and Chapter 140 regulations to closely align Maine’s air emission licensing program and rules with the US EPA’s New Source Review (NSR) program. EPA has made a number of changes to its New Source Review and Title V Operating Permit programs. Although the Department has incorporated a number of these changes in past rulemakings, the Department is now proposing a comprehensive update that will incorporate the outstanding federal elements, and restructure the Department’s air emission licensing rules to provide greater clarity and ease-of-use.

The Department requests anyone wishing to speak at the workshop please arrive and sign in prior to the start time of 10 AM. Written comments regarding the preliminary draft must be received before close of business Friday, August 28, 2015.
After the public workshop, staff will finalize a draft rule and begin the formal rulemaking process, which includes a public hearing with an opportunity for interested parties to testify at the hearing or submit written comments to the Department.
