January 1, 2015 is the date that enforcement of a ban on the use of plastic bags for yard waste will begin throughout Jefferson County following a period of educational outreach. A regulation passed on May 6, 2014 by the Louisville-Jefferson County Waste Management District specifies the use of reusable containers, paper bags, or compostable bags for yard waste collection.
The regulation prohibits collection of yard waste in plastic bags that are not compostable. Here are five approved methods, in order of preference, for disposal of yard waste.
- Mulch and/or compost yard clippings to eliminate cost and need for yard waste collection;
- Place yard waste in reusable containers, such as an old garbage can, to reduce the need for continual purchase of single-use bags;
- Place yard waste in paper bags designed for yard waste collection;
- Place yard waste in compostable plastic bags that meet ASTM D6400 standards;
- Use seasonal drop-off centers for yard waste
Compostable plastic bags and paper bags designed for yard waste collection can be found at many area retailers that carry lawn care cleanup supplies. An educational outreach campaign has been launched to prepare residents before enforcement of the regulation begins.
Yard waste left out in plastic bags during the education period will be collected, but haulers will then leave educational material about the regulation and the coming enforcement. After enforcement begins on January 1, yard waste in plastic bags will not be collected and residents could be subject to fines and cleanup fees.
The regulation addresses contamination of yard waste caused by an abundance of plastic bags that prevent yard waste from being processed into desirable compost and mulch.
Contamination caused by plastic bags leads to 32,000 tons of yard waste being added to area landfills each year despite a 1994 ordinance requiring that the waste not be landfilled. The new regulation removes the barrier that has prevented compliance with the ordinance.
Similar rules are already being enforced in surrounding cities such as Cincinnati, Lexington, Columbus and Nashville. The yard waste container regulation is an initiative of the Mayor’s Innovation Delivery Team, funded by a grant from Bloomberg Philanthropies.

On Saturday, June 7, from 9 a.m. – 5 p.m., Crescent Hill will celebrate its 20th anniversary garden tour with 10 unique and colorful gardens in this historic neighborhood. The tour will feature creative gardening in small spaces, from organic gardens to shade gardens, and give visitors innovative ideas to try in their own outdoor space. Tickets are only $10. Tickets will be available the day of the tour at the Peterson-Dumesnil House, 301 South Peterson Avenue, where the tour begins. The Passport ticket includes the Crescent Hill Tour, The Old Louisville Tour: Saturday and Sunday, June 21 & 22, 10 a.m. – 5 p.m., and The Audubon Park Tour: Saturday, June 28, 10 a.m. – 5 p.m. Advance passport tickets are available through May 31, 2014 at a discounted price of $30 (a $40 value if purchased separately). United Crescent Hill Ministries (UCHM) invites you to their 14th Annual Home Tour on Saturday, June 14th, 2014 from 11:00 am - 5:00 pm. Enjoy this rare opportunity to tour some of the wonderfully restored homes typical of the neighborhoods that UCHM serves. This year, UCHM added Butchertown to the service area. Proceeds from the 14th Annual Home Tour benefit the Youth, Seniors, and Emergency Assistance programs provided by UCHM. Celebrating 40 years of outreach, UCHM continues to provide services for residents of the Crescent Hill, Clifton, Clifton Heights, and Butchertown neighborhoods. The World Affairs Council of Kentucky and Southern Indiana (WAC) is currently looking for families to host Iraqi high school students for two weeks this summer (July 21-August 4) as part of the Iraqi Young Leaders Exchange Program, funded through the U.S. Department of State and the US Embassy in Baghdad. The program is once again split into two parts, with each part described below: COMMUNITY NIGHTS:
- The Bats will host two community nights, providing tickets, hot dogs, and soft drinks to non-profit groups who would not be able to afford a Bats game under regular circumstances. These two nights will include 4,000 guests for each game – Tuesday, July 8 and Tuesday, July 22. Groups will contact the Bats office directly to sign up for the program and each group member will get a voucher for a ticket, hot dog, and soft drink. Examples include mentoring organizations, social service agencies, and many more. This program is not intended for individual constituent distribution.
METRO COUNCIL MONDAYS:
- For this program, the Bats will host groups and organizations doing the good of the community that might not fit into the category above. This includes 12,000 total ticket vouchers – without hot dogs and drinks – distributed for use on ANY of these designated Monday nights: June 2, June 16, July 7, July 21 and August 4. Groups are able to choose their own date within these Monday nights. Examples include school fundraisers, charity auctions, and several others. This program is also not intended for individual constituent distribution.

Please include your Metro Council District, organization name, contact name, mailing address, daytime phone number, and number of tickets requested. The Pace Car Program is a citizen-based traffic calming initiative that encourages residents to take responsibility for their own driving while setting the "pace" for safer streets and neighborhoods. Residents will be able to sign an official Pace Car registration form and pledge the following:
“Drive the speed limit on city streets, especially in residential areas, setting the pace for vehicles behind me; stop completely at STOP signs and don’t run red lights; be courteous to all bicyclists; pedestrians and other motorists; give myself enough travel time so that I am not sacrificing safety or courtesy; devote my full attention to driving by avoiding distractions, i.e.: cell phones; not be pressured by the impatience of other drivers to exceed the speed limit; keep my sense of humor, life’s too short to let driving stress my out!; and display the Metro Pace Car Program decals or bumper stickers.”
By signing this pledge you will receive an official Pace Car bumper sticker or car window sticker to display on your vehicle. The sticker will alert other drivers that they are taking part in the citizen-based effort to address the problems of traffic speed and safety.

Friday, May 30: Historic Frankfort Avenue will host the F.A.T. Friday Trolley Hop from 6:00 pm to 10:30 pm. The F.A.T. Friday Trolley Hop, held year-round on the final Friday of every month, provides FREE parking and transportation to participating shops, restaurants and galleries along the Frankfort, Mellwood and Story Avenue corridor. Marine dealers, brokers and individual sellers will have boats available for purchase, and new and used boating equipment, parts, supplies, gear and more will also be for sale. Over 100 vendors and sellers are expected to be at the event. Saturday, May 31: FABA Member, St. Mark’s Episcopal Church at 2822 Frankfort Avenue has served the area for 123 years. This beautiful and historic church has suffered damage to the roof that insurance proceeds will not cover. St. Mark’s will be hosting a “raise the roof” fundraiser at 6:30 pm to cover the cost of repairs. There will be food, music, and a silent auction to raise funds. This will be a fun evening. If you would like to donate an item for this fundraiser, all donations will be publicly acknowledged and your item may be accompanied by a small sign.
