Proposal to Prohibit Plastic Bags for Yard Waste

The Louisville-Jefferson County Waste Management District Board of Directors voted to initiate a 30-day comment period on a proposed regulation that specifies the use of reusable containers, paper bags, or compostable bags for yard waste collection in Jefferson County. Use of plastic bags that are not compostable would be prohibited. The comment period will run from March 29 through April 29. If approved, the regulation will go into effect immediately and allow for a six-month period of education and outreach. The regulation would apply throughout Jefferson County. All yard waste collectors would only be permitted to pick-up yard waste in approved containers. Methods approved for handling yard waste as specified in the proposed resolution are as follows in order of preference:  

  • Mulch and/or compost yard clippings to eliminate cost and need for yard waste collection
  • Place yard waste in reusable containers to reduce the need for continual purchase of single-use bags
  • Place yard waste in paper bags designed for yard waste collection
  • Place yard waste in compostable plastic bags that meet ASTM D6400 standards  
  • Use seasonal drop-off centers for yard waste materials

The proposed regulation is being considered because plastic bags are not biodegradable and prevent yard waste from being processed into desirable compost and mulch.

Comments on the proposed regulation must be received no later than the close of business on April 28, 2014. They must be submitted to the Waste Management District at the Louisville Metro Solid Waste Management Division, 600 Meriwether Ave., Louisville KY 40217. A public hearing and vote on the proposed regulation is scheduled on May 6, 2014 at 5:30 p.m. The hearing will be held in the Metropolitan Sewer District First Floor board room at 700 W Liberty St. Anyone wishing to speak at the hearing must contact the Solid Waste District at the Meriwether office or Pete Flood at 502-574-3290 / Pete.Flood@louisvilleky.gov.


9th District Spring Clean-up Event – Saturday, April 5th

*DATE CHANGE* Please join me and my staff on Saturday, April 5th, for the 16th Annual Spring Community Cleanup along Frankfort Avenue.  Plan to meet at 8:30 a.m. in the Keats/Frankfort Avenue public parking lot. Enjoy coffee donated by Heine Brothers’ Coffee and breakfast sandwiches donated by McDonald’s in Clifton.  Gloves, tools and Louisville PureTap water will be provided to all volunteers.  Please bring your own reusable water bottle. We’ll also pass out FREE t-shirts on a first-come, first-serve basis to volunteers.  The cleanup will officially begin at 9:00 a.m.  For more information please contact my office at 574-1109 or email Kyle Ethridge.


9th District Spring Community Forum – Tuesday, April 8th

The 40th Anniversary of UCHM: A Time to Celebrate!

Please join United Crescent Hill Ministries (UCHM) at The Clifton Center, 2117 Payne Street,  on Sunday, April 6th from 12:30 pm – 2:30 pm as they celebrate 40 years of “Serving Our Neighbors ~ Building Better Community.” Light lunch and refreshments will be provided by the Louisville East Lions Club.

It has been 40 years since the Tornado of April 3, 1974 hit the Crescent Hill, Clifton, and Clifton Heights neighborhoods, creating devastation in these communities. What the Tornado of ‘74 tore down, the churches of the Frankfort Avenue corridor in Crescent Hill quickly joined to rebuild. This goodwill effort bound 21 churches together, as they met the needs of those without power, food, or homes. The resulting force became the United Crescent Hill Ministries, which became a 501(c)(3) non-profit organization dedicated to serving the community of 40206 and beyond. Forty years later, United Crescent Hill Ministries continues to meet the needs of our Community with the faithful help of our 21 member churches and neighborhood partners.


2nd Annual Kentucky Gives a Day – Wednesday, April 9

World Council Affairs Speaker Series on April 10

Metro Parks Summer Camp Registration Open

Louisville Metro Parks and Recreation is again offering summer camps at its twelve community centers. Registration is underway at camp sites listed below. Please call the camp location for registration times and documentation needed for registering campers. Camp programs are designed for ages 6-12, with a teen camp offered at the South Louisville Community Center for ages 13-15. New this year is a specialty camp at Shelby Park Community Center for ages 5-7 only. Camp fees range from $60 to $95 per child per week, depending on location. Reduced fees are available for those who qualify. This year’s camp theme, “Our Louisville”, will focus on everything Louisville! Featured activities include: Belle of Louisville Cruise, Youth Health Initiative Program, Reds Rookie Success League, Bike Sense program, and weekly field trips. A wide array of daily on-site programs focusing on fitness, the arts, the environment and education will be available at all locations. Birth certificate must be presented for age verification. There is an early bird drop off program for $10 per child and a late fee charged for late pickup.

Pace Car Program Available in the 9th District!

The Pace Car Program is a citizen-based traffic calming initiative that encourages residents to take responsibility for their own driving while setting the "pace" for safer streets and neighborhoods.  Residents will be able to sign an official Pace Car registration form and pledge the following:

 

“Drive the speed limit on city streets, especially in residential areas, setting the pace for vehicles behind me; stop completely at STOP signs and don’t run red lights; be courteous to all bicyclists; pedestrians and other motorists; give myself enough travel time so that I am not sacrificing safety or courtesy; devote my full attention to driving by avoiding distractions, i.e.: cell phones; not be pressured by the impatience of other drivers to exceed the speed limit; keep my sense of humor, life’s too short to let driving stress my out!; and display the Metro Pace Car Program decals or bumper stickers.”

 

By signing this pledge you will receive an official Pace Car bumper sticker or car window sticker to display on your vehicle.  The sticker will alert other drivers that they are taking part in the citizen-based effort to address the problems of traffic speed and safety.

Friday, March 28: Frankfort Avenue to host F.A.T. Friday Trolley Hop, held year-round on the final Friday of every month, provides FREE parking and transportation to participating shops, restaurants and galleries along the Frankfort, Mellwood and Story Avenue corridor from 6:00 – 10:30 p.m.  For more information about specific F.A.T.   • The Irish Rover, 2319 Frankfort Avenue, will host traditional Irish music seisuin (informal live Irish music session) starting 8:00pm in the bar area.
  • The Comfy Cow, 2221 Frankfort Avenue, will serve free samples all evening, including featured flavors: Say “Cheeeeeese” Cake, Chocolate Peanut Butter, Tiramisu, Bonjour Toast, Mexican Chocolate Ole, and Coconut Almond White Chocolate Dream.
  • The Mellwood Art Center, 1860 Mellwood Avenue, will host an opening reception for a new exhibit featuring works by Kathy McConathy, Equine/Equestrian Artist in Gallery M.
