During the summer of 2015, Indiana library directors, staff, and trustees held two public meetings to discuss the successes and challenges related to certification since the rule changed in 2008. This task force of library directors, staff, and trustees came up with a list of recommended changes to improve the certification rule. In December 2015, the Indiana Library and Historical Board (ILHB) approved implementation of the task force’s recommended rule changes and the State Library is now on the path to officially changing the certification rule.
The proposed changes to Rule # 15-446 Librarian Certification (590 IAC 5) will update the rule to remove obsolete language, clarify the rule, reduce the regulatory impact on librarians serving libraries with smaller populations, broaden the language related to LEUs to permit earning LEUs from a wider variety of sources, and provide for greater certification opportunities for librarians educated in other countries.

The State Library hopes to host a public hearing this summer for public comment. The date and time are not yet set; we will notify the listservs and the Wednesday Word in advance so that colleagues may plan to attend. The meeting will be held at ISL (140 North Senate Avenue, Indianapolis, IN 46204). The proposed changes are in the initial stages of gaining approval; however, we expect the ILHB to adopt them effective January 1, 2017. The Association of College and Research Libraries (ACRL) announces the publication of “2014 Academic Library Trends and Statistics,” the latest in a series of annual publications that describe the collections, staffing, expenditures, and service activities of academic libraries in all Carnegie classifications. The three-volume set includes Associate of Arts institutions, Master's Colleges and Universities/Baccalaureate Colleges and Research/Doctoral-granting Institutions. The individual volumes for Associates Colleges, Masters/Baccalaureate, and Doctoral-Granting institutions are also available for purchase.
The Indiana State Library, in partnership with Net Literacy, is offering free, rebuilt public access computers. These computers are available to any Public or Institutional library in Indiana (sorry, no schools at this time).
These refurbished computers are all running Windows 7 Professional and have a minimum of 1GB ram, 100GB or larger hard drives, DVD drives, Ethernet cards, and antivirus software. A few of the machines have SD Memory Card readers. The machines arrive internet ready and are equipped with flat screen monitors, keyboards and mice.
Net Literacy is a student run, Indiana based organization, started back in 2003 when a central Indiana middle school student, Dan Kent, was asked to teach a group of mobility-impaired senior citizens how to use the Internet. From that seed, Net Literacy was born. Today Net Literacy boosts over 3,500 student volunteers who spend 100,000s of hours to rebuild donated computers and provide them to retirement homes, community centers, and since 2011, to public libraries all over the state.
In the fall of 2011, Dan Kent approached the Indiana State Library to see if they could offer their computers to public libraries. Since that time, Net Literacy and the State Library have made over 750 free computers and monitors available to public libraries. As the middle school student that founded Net Literacy said, “while one person can make a difference, at Net Literacy, together we can change the world.”
Quantities are limited and priority will be given to recipients that can make arrangements to pick the computers up at the Indiana State Library between March 1 and May 1, 2016. Requests for computers must be completed by February 29, 2016.

RB: You have been at the Indiana State Library for over a year. What are a few of the highlights of your tenure?
RB: I’m glad that you asked. There have been many interesting projects I have worked on over the past year such as the new brochures, door coverings, banners, annual report, etc. One of my favorite partnerships that I developed was with the Department of Education. We shared a booth together at the State Fair last summer and distributed information about the services available at the library to thousands of Hoosiers from all over Indiana. It was great to get out into the community and tell people face-to-face about the awesome collections at the library, as well as our statewide services.
RB: What are some of those collections and services?

The annual Bookmark Design Contest is back at the Indiana State Library.
Students grades K-3 are encouraged to design their own bookmark with the possibility of winning a prize for their school.
The first place winner's school will receive INfo Express delivery free for one year starting on July 1, 2016 and have the student's bookmark printed for distribution. Four honorable mentions will also be printed for distribution.

The Indiana Women's Conference is a one day conference that will explore and expand knowledge of women's contributions to Indiana through their labor via speakers, presentations, and panel discussions March 26, 2016.
