IHCDA's Production Analysts, Tax Credit Manager, Placemaking Manager and the Underwriting team score the 2016 Rental Housing Tax Credit applications. 50 applications were received and the awards will be announced at the Board of Directors meeting on February 25, 2016.

HOME Supplemental Funding Round

The supplemental HOME funding round began on January 27th. Applications are due March 16th and awards announced May 11th. Keep an eye out for the upcoming application webinar date to be announced via RED Notice.

Applications must be submitted with a hard copy plus two copies of the Phase I Environmental Review. All tabs should be uploaded via the FTP site. Contact Dani Miller for FTP account set-up.

2016 CDBG OOR & HOME Timeline

There have been a fewchanges to the 2016 HOME and CDBG timelines. Please use the following dates when planning your projects:

The CDBG OOR round begins on Monday, May 2nd when the policy and application is posted on IHCDA's website. These applications are due by 5pm Friday, July 1, 2016.

The HOME round begins on Monday, May 16th when the homebuyer and rental applications and policies are posted online. These applications are due by 5pm Friday, August 5, 2016.

CHDO Capacity Virtual Trainings : Sign up now!

Beginning in 2017, IHCDA will amend its policies for the HOME program in a way that will give a significant funding advantage to certified Community Housing Development Organizations (CHDOs). This capacity building program provides special assistance to private, nonprofit, community based entities with staff capacity to carry out affordable housing activities. This program is open to existing (certified) CHDOs as well as those nonprofits seeking to become CHDOs.

Starting February 9th, virtual CHDO Capacity Training classes will be offered. These classes are free and not required, but it is strongly recommended your team attends the classes to understand the requirements of the IHCDA CHDO program

There will be a scoring advantage in the 2017 HOME application and an offer for one-on-one technical assistance with HPG Network for those that complete all of the listed CHDO courses.

Registration for CHDO sessions 101, 201 and 301 is open and dates have been set for 301, 401 and 501 modules. See RED Notice 16-08 for dates, details and registration links.

This notice discusses the common issues identified in all 2015 pre-8609 and OOR progress and final inspections. Inspections will be more incorporated into future policies and applications for points so learn what you can do now to prevent problems and delays!

Introducing Samantha Spergel, IHCDA's new RED Production Director

I grew up in Columbus, Ohio, where I developed my passion for placemaking, planning and urban policy. I ventured to Indiana to pursue my Master in Public Affairs from Indiana University- Bloomington, but moved back to Ohio after graduation to work as a research associate for a smart-growth advocacy think-tank, assisting with studies on targeted demolition and vacant and abandoned housing; and providing training to small cities throughout Ohio on best development practices. I wanted to implement affordable housing policies through a local government perspective and wandered back to Indiana to work for the City of Indianapolis. In my two and a half years at the Department of Metropolitan Development (DMD), I held positions in both the Financial and Community Development divisions, gaining exposure and providing oversight on numerous HUD and EPA grants. Most notably I held the positon as the HOME Investment Partnership Grant Manager, where I helped advance transit oriented development and affordable housing policies; as well as the IndyEast Promise Zone Chief Coordination Officer, acting as the City’s primary liaison for the designation.  My few years working in community development in Indiana have been incredibly rewarding and I am very grateful to be part of the IHCDA team.

Introducing Carmen Lethig, IHCDA's new Placemaking Manager!

I’ve been at IHCDA for a little over seven years. During that time I’ve worked with the HOME and CDBG programs as a Real Estate Production Analyst and then as the Director of Real Estate Production. I’m so excited to move into a new role at IHCDA as the Placemaking Manager. I get a lot of questions that go like this: So…that’s cool. What is that exactly? I will take the lead on IHCDA special initiatives related to placemaking and comprehensive community development activities. This includes maintaining our current special programs including Stellar Communities, My Community, My Vision and our involvement in the Lifelong Indiana Coalition. I will also be the lead on creating special initiatives focused on placemaking activities that may include creative placemaking (arts + community/economic development), youth involvement in community development, food security, historic preservation + affordable housing, etc. I’ve got lots of ideas to pursue in the next few months and am looking forward to sharing the outcomes with this year! I will also stay involved in the HOME and CDBG programs by working with the Environmental Review and Section 106 process.
