Clearing Begins for US 31 & State Road 28 Interchange

Contractors for the Indiana Department of Transportation (INDOT) plan to begin preliminary work, including clearing right-of-way, on or after February 8 to prepare for construction of a new roundabout interchange at U.S. 31 and State Road 28.

Crews are coordinating with utility companies to relocate service lines and must also remove existing structures before beginning construction of a new bridge to carry State Road 28 over U.S. 31. The new interchange will feature roundabouts on State Road 28 that will regulate ramp traffic to and from U.S. 31.

Rieth-Riley Construction, INDOT's contractor for the interchange project, does not expect this preliminary work will affect traffic but some temporary restrictions may be required.  Motorists driving through the work zone should be alert and abide by reduced speed limits, which will be 50 mph on U.S. 31 and 45 mph on State Road 28.

What to expect ahead

Rieth-Riley's schedule anticipates shifting traffic on northbound and southbound U.S. 31 in mid-March and installing temporary concrete barrier in the median to make way for construction of the new bridge's center pier.  This shift will not significantly change the configuration of the intersection, but it will reduce lane widths to accommodate safer working space.

State Road 28 is tentatively scheduled to close for up to 120 days beginning in June.  A specific date will be announced in the near future.  

During the closure of State Road 28, a signed detour will direct highway traffic north to State Road 26 via State Road 29 and State Road 19.  Local motorists are encouraged to plan ahead and seek their best alternate route.  To see a map of state highway work zones and road closures, go to indot.carsprogram.org

At the same time as the State Road 28 closure, U.S. 31 will be reduced to one lane in each direction and direct access to and from State Road 28 will be unavailable.

All new traffic configurations, including the new roundabout interchange and State Road 28 access bridged over U.S. 31, are expected to open in November.
