The President declared an emergency declaration for Illinois on March 13, 2020 as a result of the COVID-19 pandemic response that started on January 20, 2020 and is continuing now. The Federal Emergency Management Agency (FEMA) has designated all counties in Illinois as eligible for funding under the Public Assistance (PA) Program. Certain costs directly related to the COVID-19 response are eligible for FEMA Public Assistance reimbursement at a 75% federal cost share.
You are receiving this communication because you may be an organization that is eligible for this Public Assistance funding. Per the Illinois Emergency Management Agency (IEMA), the eligible organizations include:
- State government – departments, agencies, boards, commissions, authorities, universities
- Local government – counties, townships, township road districts, cities, villages, school districts, levee/drainage districts, community college districts, special districts
- Private non-profit organizations – utility cooperatives, hospitals, schools, churches
- Native American tribes and tribal organizations

Attachment 1: IEMA issued this guidance document for the Public Assistance Program application process. Also included is information on how to track and compile your expended resources, guidance on procurement during an emergency circumstance, and links to related program and policy guides.

Attachment 2: This attachment is a FEMA-issued fact sheet that summarizes the items eligible for the Public Assistance.
Please review the materials and determine your organization’s eligibility. If you believe you are eligible, initiate the process by submitting a Request for Public Assistance as outlined in Attachment 1.
