New Lieutenant and Deputy Chief at Lake County Sheriff's Office 

Kinville

Waukegan, IL - Sheriff Mark C. Curran, Jr. is pleased to announce the promotion of Lt. William Kinville to Deputy Chief of the Lake County Sheriff's Office Adult Correctional Facility and Sgt. Usry to Lieutenant of the Lake County Sheriff’s Office. Both Kinville and Usry have been working at the Lake County Sheriff’s Office for 25 years and 18 years respectively.

Deputy Chief Kinville began his career at the Lake County Jail 25 years ago as a corrections officer. He rose up the ranks to Sergeant in 2004 and Lieutenant in 2012. During his 25-year career, Kinville was one of the founding members of the Jail's CERT Team. He also serves as Field Training Coordinator and Honor Guard Coordinator for Corrections as well as a CPR Instructor and Facilitator for Principles of Direct Supervision.

Lt. Usry began her career at the Lake County Sheriff’s Office 18 years ago serving in the Court Security Division. She then served in Highway Patrol and as a Juvenile Detective and School Resource Officer for the SEDOL school district. In 2010, Usry rose to the rank of Sergeant, serving as a Highway Patrol Command Officer and then transferred to the Criminal Investigations Division where she continues to serve. Lt. Usry is charged with oversight of the Lake County Sheriff's Office School Safety Team.

Deputy Chief William Kinville and Lieutenant Usry successfully completed the ten (10) week Staff and Command program held at Northwestern University in Evanston, Illinois from March 17 through May 23, 2014.  This program, which was implemented by the Center for Public Safety in 1983, has graduated over 14,000 students both nationally and internationally. They were students in the SPSC Class 360th which accommodated a total of 35 students for the ten week period.

Sheriff Curran stated, “It is an honor and privilege to promote both Bill Kinville and Andrea Usry. Their dedication and commitment to the organization as well as test scores and performance evaluations made both individuals a clear choice.”
