The City of Belmont has appointed Edric Kwan, P.E., as its next Public Works Director, following a nationwide recruitment. Kwan brings 28 years of leadership experience in city, county, and consulting roles and a proven record of delivering multi-year capital programs, developing funding strategies, and overseeing and improving operations and maintenance activities.
“Edric stood out for his deep technical expertise, his ability to build high-performing teams, improve systems, and his skill in communicating clearly with elected officials and the public,” said Belmont City Manager Afshin Oskoui. “His experience in securing funding, overseeing complex infrastructure programs, and engaging with our community makes him an ideal fit to lead Public Works as we continue to invest in our streets, stormwater systems, and other critical facilities.”
Kwan has held senior leadership roles across the Bay Area, including Senior Vice President of SCI Consulting Group, City Engineer for the City of Martinez, Deputy Director of Public Works for Alameda County, and Public Works Director/Town Engineer for the Town of Moraga. He has managed capital budgets of more than $250 million, delivered community-focused public work services, and led emergency response and recovery efforts for major infrastructure failures.

Kwan holds a Bachelor of Science in Civil Engineering from the University of California, Berkeley, and is a licensed Professional Engineer in California. He has been actively involved in the American Public Works Association (APWA), currently serving as Chair of its National Membership Engagement Committee and as past President of APWA’s Northern California Chapter.
The Public Works Department manages the City’s transportation, streets, stormwater, sewer, and environmental services utilities, as well as engineering and capital improvement programs. Kwan will begin his new role on Sept. 22, 2025.
