Reaffirming Alameda County as a Welcoming County
I was proud to to introduce a resolution reaffirming Alameda County's commitment to providing a welcoming home for our racially and ethnically diverse community and condemning acts of hate and discrimination on the basis of race, ethnicity, national origin, or cultural basis.
Today’s vote comes on the heels of another spike in racially motivated crimes against the Asian American Pacific Islander (AAPI) community, who have been targeted during the COVID-19 pandemic due to false claims the AAPI community is at fault for this public health crisis.
There is no racial, ethnic or cultural basis for COVID-19.
In an effort to encourage our AAPI communities to speak up and report hate crimes, the Alameda County District Attorney’s office has partnered with community members from the Oakland AAPI community to provide services in Cantonese and Mandarin.
If you have witnessed or been the victim of a hate crime, please contact the Hate Crime Hotline at 510-208-4824.
It is up to all of us, to protect our health and well-being by addressing systemic racism and working on community-centered solutions. We call upon all residents and businesses to reject racist rhetoric, promote the health and safety of all people living in our communities, and educate each other on the facts. Furthermore, we call upon the entire Alameda County community to promote proactive education and exchange of ideas and facts in an effort to increase mutual understanding.
Alameda County COVID-19 Response Programs Extended
Earlier today, the Board of Supervisors voted to extend the Alameda County Responsibility to Community Health (ARCH) and Emergency Food Vendor Pool programs.
The ARCH program will provide a one-time stipend to Alameda County residents who test positive for COVID-19 and do not have paid sick leave or unemployment benefits, allowing these workers to stay home when they are sick without having to worry about the loss of income.
The Emergency Food Vendor Pool provides services including grocery pickup and distribution, meal pickup and distribution, and grocery and meal delivery to Alameda County residents and families experiencing food insecurity during the COVID-19 pandemic.
Weekly Vaccine Update
 The Alameda County Health Care Services Agency (HCSA) reminds Alameda County residents to be aware and avoid potential COVID-19 vaccine scams. HCSA reminds Alameda County residents that:
- The COVID-19 vaccine is available to everyone free of charge and you will not be asked to pay out of pocket to get the vaccine or to put your name on the vaccine waitlist.
- Potential could come in the form of online advertisements on social media, through email, text messages, telephone calls, or from unsolicited or unknown sources.
- Marketing scams may offer to ship doses of the vaccine for payment.
Legitimate invitations to schedule your COVID-19 vaccine will only come from the public health department or your healthcare provider.

East Oakland Public Transportation Workshop
The Unity Council and Link21 invite you to participate in a community workshop on public transportation impacts in your neighborhood, especially in East Oakland neighborhoods.
Link21’s aim is to transform passenger rail service throughout Northern California to better connect residents throughout the region. The Unity Council and Link21 want to hear from community members on how they may benefit or be harmed by new transportation projects in their neighborhoods.
This workshop will be held over a Zoom video conference and by phone.
Individuals or households (no limit) can sign up and each person who participates in the session will receive a $75 Visa gift card.
The Unity Council Now Accepting Head Start and Early Head Start Applications
The Unity Council’s offers Head Start and Early Head Start services in at least eight languages throughout seven sites, and teachers make every effort to speak with children and their parents in their home language.

Shattuck Senior Homes Waitlist Open
Satellite Affordable Housing Associates (SAHA) has opened the waitlist for Shattuck Senior Homes. Applications for the waitlist open on Wednesday, February 24, 2021 and close Wednesday, March 3, 2021.

In order to be eligible for Shattuck Senior Homes, the Head of Household must be age 55 years or older. Additional members must be age 45 or over, or if under age 45, must meet an exception. A list of exceptions is available on SAHA’s informational flyers in English, Spanish, and Chinese.
The waiting list for studio and 1-bedroom units at Shattuck Senior Homes opens on February 24, 2021, at 9:00 AM. Applications must be submitted online by 5:00 PM on March 3, 2021.
A lottery will be conducted for all applications received by the deadline. Only the top 210 applications will be placed on the waiting list for consideration. If additional applications are needed, SAHA Homes reserves the right to process the next applications in lottery order.

At this time, we are fortunate to have a large number of volunteer offers which may cause delays in our vetting system and background check process.

Earn It! Keep It! Save It! Free Tax Preparation Services
Low-income families and individuals can now schedule appointments for no-cost tax preparation through the Social Services Agency’s 2020-2021 Volunteer Income Tax Assistance (VITA) Program!
The Social Services Agency (SSA) participates in Earn It! Keep It! Save It!, a coalition of Bay Area organizations that provide free tax preparation to households earning less than $56,000 a year.
Tax services are provided by appointment only No exceptions

Covered California Special Open Enrollment Period
If you still need health coverage for 2021, Covered California has established a special enrollment period to give uninsured California more time to enroll in health coverage.
The special-enrollment period runs from February 1, 2021 through May 15, 2021.

Once the open enrollment period ends, you will not be able to apply for coverage until the next open enrollment period at the end of this year. If you experience a qualifying life event, you may apply for coverage outside of the open enrollment period.
Testing for COVID-19 in Alameda County
In partnership with community partners, ACPHD is operating free COVID-19 testing locations throughout the county.
Testing is free and available to anyone with or without symptoms at all community testing sites in Alameda County, and is highly recommended for health care, front line, or essential workers and anyone who attended protests or other large public gatherings.
You will not be asked about immigration status and do not need insurance at any of these locations.

CA Notify: Add Your Phone. Stop the Spread.
The CA Notify app is available for Californians to opt-in to receive COVID-19 exposure alerts directly to their smartphones. Android users can download the CA Notify app from the Google Play Store, and iPhone users can enable CA Notify in their device’s settings.

Through the CA Notify app, users will be notified if they have been in close contact with someone who has tested positive for COVID-19. The CA Notify app is an added layer of contact tracing designed to help stop the spread of COVID-19 in our community.

Alameda County Oakland Community Action Partnership (AC-OCAP) Board Openings
AC-OCAP is now accepting applications for community representatives from CDBG District 1 in Oakland. These open seats must be filled by a representative from the low-income community. Visit AC-OCAP's website for the Board Opening applications.

CDBG District 1 (Oakland) encompasses North Oakland. Please review the City of Oakland Application Guidelines for selection criteria and a map of CDBG districts in the City of Oakland (note: these districts have different boundaries from the City Council districts).
The AC-OCAP Board is comprised of 18 members that represent public official representatives in Oakland and Alameda County, private groups and interests, and not fewer than a third are democratically elected/selected representatives from the low-income community.

Alameda County Care Connect has provided the community with a COVID-19 Rapid Response Resource Guide, which will be updated on a weekly basis. This document provides information on numerous services available from local, state, and federal government agencies, public transportation agencies, and utility companies.

Alameda County Community Food Bank (ACCFB): ACCFB’s helpline can help connect you to a source for groceries or a hot meal today. Call the helpline at 1-800-870-FOOD (3663) or 1-510-635-3663. The helpline is available in multiple languages and operates Monday-Friday, 9 AM-4 PM. You can also visit FoodNow.net for an online directory of food distribution sites near you.

School Meals: The Alameda County Office of Education (ACOE) maintains a list of school districts in Alameda County that offer free meals to families who have children enrolled in the district’s schools. Visit ACOE’s “Meal Service by District” page for more information on your child’s school district.

Dig Deep Farms (DDF) Food Hub food distribution: The DDF Food Hub is distributing food every Friday from 1 PM-2 PM at 2700 Fairmont Drive in San Leandro. Food delivery is also available for families in need. If you need food delivered, please fill out the Deputy Sheriff's Activities League (DSAL) sign-up form.

Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place
Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.
The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.
While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:
Remote Viewing/Listening: Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at: http://acgov.org/board/broadcast.htm.
We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.
Public Comment via Teleconference: Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.
