Alameda County Public Health Department Shelter in Place Updates

The Alameda County Public Officer issued an update to the Shelter in Place orders, which allows for some outdoor activities to resume on Friday, August 28, 2020 

Under the relaxed orders, swimming pools and lower-risk personal services (hair salons & barbershops, nail salons) are allowed to reopen outdoors. The new orders exclude services that may require a client to remove their face covering, such as eyebrow threading and waxing or eyelash treatments. In alignment with the State of California’s Health Officer Orders, tattoos, piercings and electrolysis are not permitted to operate indoors or outdoors. For more information on these updated orders, please review the Alameda County Public Health Officer’s Press Release 

Protecting Yourself from Wildfire Smoke 

Climate change continues to impact our community dramatically, with California’s annual fire season lasting longer and setting new records nearly every yearWildfire smoke poses a number of public health concerns, especially for children, seniors, and individuals with underlying heart and lung illnesses.  

As the wildfires continue to affect the air quality in Alameda County, the Alameda County Public Health Department (ACPHD) reminds residents of the following guidelines to help protect their health from wildfire smoke: 

  • Stay indoors with windows and doors closed 
  • Keep indoor air cool 
  • Set home and car ventilation systems on re-circulate to prevent drawing in outside air. 
  • Stay hydrated by drinking water. 
  • Limit or avoid outdoor recreational and sports activities. 
  • Use an air filter, especially if there are elderly persons and/or children or household members with heart disease, asthma or other respiratory conditions.
  • Avoid smoking, burning candles or incense, and using wood-burning stoves, fireplaces, lawn mowers, leaf blowers and BBQ's.
  • If possible, leave the affected area for the duration of a heavy smoke event.

You can also subscribe to AC Alert to receive emergency updates from the Alameda County Office of Emergency Services (OES) or opt-in to alerts from one or more cities in Alameda County. OES also maintains a list of Clean Air Facilities and Cooling Centers as information is sent to the agency. Please check the links frequently for updates. 

Homelessness Solutions in
Alameda County
 

Over 8,000 people experience homelessness in Alameda County with the majority of the population experiencing unsheltered homelessness on the street, in tents, or in vehicles. As the housing crisis continues to worsenthe Board of Supervisors has set the ambitious target to eliminate homelessness by 2026. In an effort to meet this goal, the Board adopted the “Home Together Plan” earlier this month to guide Alameda County’s next steps and future investments in addressing homelessness. 

The Home Together Plan is an evidence-based and data-informed strategic framework  that lays the foundations for targeted responses to homelessness that are tailored to the unique needs in Alameda County. This plan centers policy with a racial equity lens, leverages existing infrastructure, and reflects input from a broad group of experts and stakeholders to implement the pathways to end homelessness for youth, adults, and families in Alameda County.  

100 Day Challenge to Address Homelessness 

The COVID-19 pandemic and recent wildfires remind us of the importance of safe and permanent housing for protecting one’s health. In response to COVID-19, the Alameda County Health Care Services Agency (HCSA) and Alameda County Health Care for the Homeless (ACHCH) partnered with Abode Services and the State of California to implement Project Roomkey. Project Roomkey provides our unsheltered neighbors with isolation housing to recover from COVID-19 and safe housing for high-risk populations to help prevent them from contracting the virus.  

These partners have now taken on Governor Newsom’s 100 Day Challenge Initiative to address homelessness and are looking for property owners and landlords to help residents leaving Project Roomkey find permanent housing. The Alameda County 100 Day Challenge Initiative aims to disrupt the cycle of homelessness by placing our unsheltered neighbors exiting Project Roomkey into permanent housing.

Program benefits include guaranteed on-time monthly payments, financial incentives, and support to help property owners with tenant issues and resident support services available for tenants. The Wage and Hour Division (WHD), Cal-OSHA, and Maternal and Child Health Access invite you to a Labor Rights workshop on September 1, 2020 at 5 pm (PST). The webinar will be held via Zoom in Spanish. The workshop’s target audience will include workers in the agriculture, service and hospitality, construction, and low-wage industries.

Participate in Census 2020

The last day to respond to Census 2020 is September 30, 2020!

You can fill out the Census one of three ways:

  1. Online: Visit https://my2020census.gov/ for the online survey.
  2. Phone: Call 844-330-2020 for English or 844-468-2020 for Spanish. Visit the Responding by Phone page for a complete list of phone numbers in 12 other languages.
  3. Mail: In mid-April, the Census Bureau began mailing paper questionnaires to homes that have not yet responded online or by phone. Return your completed Census questionnaire in the enclosed return envelope. For more information, visit the Responding by Mail page.

Testing for COVID-19 in Alameda County 

In partnership with community partners, ACPHD is operating free COVID-19 testing locations throughout the county. 

Testing is free and available to anyone with or without symptoms at all community testing sites in Alameda County, and is highly recommended for health care, front line, or essential workers and anyone who attended protests or other large public gatherings.

You will not be asked about immigration status and do not need insurance at any of these locations.

Alameda County Care Connect has provided the community with a COVID-19 Rapid Response Resource Guide, which will be updated on a weekly basis. This document provides information on numerous services available from local, state, and federal government agencies, public transportation agencies, and utility companies. 


Food Access Resources

  • Alameda County Community Food Bank (ACCFB): ACCFB’s helpline can help connect you to a source for groceries or a hot meal today. Call the helpline at 1-800-870-FOOD (3663) or 1-510-635-3663. The helpline is available in multiple languages and operates Monday-Friday, 9 AM-4 PM. You can also visit FoodNow.net for an online directory of food distribution sites near you. 
  • School Meals: The Alameda County Office of Education (ACOE) maintains a list of school districts in Alameda County that offer free meals to families who have children enrolled in the district’s schools. Visit ACOE’s “Meal Service by District” page for more information on your child’s school district. 

Resources for Immigrant Communities

  • Oakland Undocumented Relief (OUR) Fund: Offers financial support for immigrant Oaklanders who have lost income due to COVID-19. To apply for or donate to OUR Fund, visit Centro Legal’s website
  • Legal Aid at Work (Ayuda Legal Laboral) Resource Guide: offers a list of financial services available to undocumented workers in California who have been impacted by COVID-19. This resource guide is updated on a weekly basis and is available in English, Spanish, and Chinese. 
  • Immigrants Rising resource guide provides a list of resources available for undocumented immigrants. Recursos para inmigrantes sobre COVID-19 en español—utilice este enlace
  • California Immigrant Policy Center’s (CPIC) COVID-19 Resource Guide provides information on accessing health care, obtaining information on COVID-19 in multiple languages, economic resources, and information on immigration rights.  

Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place

Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.

The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.

While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:

Remote Viewing/Listening:
Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at: 
http://acgov.org/board/broadcast.htm.

We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.

Public Comment via Teleconference:
Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.

    Use the "Raise Hand" button to indicate you would like to speak or provide public comment. When you are called to speak, unmute your speaker.
